Sub : IDLS Scheme – Facilitation Agency role for CLE – Receipt of Applications

As you are aware, Integrated Development of Leather Sector (IDLS) Scheme is one of the sub-schemes of the Indian Leather Development Programme (ILDP) implemented by the Department of Industrial Policy & Promotion (DIPP), Ministry of Commerce & Industry, Government of India during the Tenth Five Year Plan 2002-07 (from Nov 3, 2005) and the Eleventh Five Year Plan 2012-17.

The IDLS Scheme provides grant for the technology up gradation, modernization, capacity creation in all segments of the Leather Industry. During the Eleventh Plan, the scheme provided financial assistance @ 30% of the cost of plant and machinery for SSI units and 20% of the cost of the plant and machinery for Non-SSI units, subject to a ceiling of Rs.2 Crore @ 20% to all units above the assistance of Rs.50 Lakh. The IDLS Scheme is implemented through multiple agencies as detailed below:

Facilitation Agency

In this background, this is to inform that the IDLS Scheme is being continued for implementation during the current Twelfth Five Year Plan period 2012-17.

CLE has been assigned the role of Facilitation Agency for IDLS Scheme during the current Twelfth Five Year Plan 2012-17

In the 25th Meeting of the Steering Committee held on 31.08.2012 under the chairmanship of Joint Secretary-DIPP, the role of the Facilitation Agency was assigned to the Council for the IDLS Scheme. Vide Letter dated 15.10.2012, the DIPP has officially conveyed its approval to the CLE for performing specific functions as Facilitation Agency to guide, facilitate and coordinate with the units and the stakeholder agencies at various stages of the processing besides receiving of applications from the units across all the regions. The List of Activities approved to be performed by the CLE is attached herewith for your information.

As such, the Council’s offices has been authorized to receive applications from the units for preliminary verification and scrutiny and its submission to the CLRI (if the application pertains to the tanning sector) and to the FDDI (if the application pertains to Leather Products Sector). Since the CLE’s role is only Facilitation Agency, the process of submission of application will be assumed as completed, from the date of acknowledgement of Registration Number and Date given by the CLRI & FDDI. The Council will perform the various activities of facilitation and coordination as per the functions approved by the DIPP.

Receipt of Applications during current Twelfth Plan

In the 25th Meeting of the Steering Committee held at the DIPP, it has been decided that the applications from those units under IDLS Scheme may be received for 12th Five Year Plan period 2012-17 where investment has been made on or after 01.01.2011. In applying this decision to the guidelines of the IDLS Scheme,

the following are the explanations:

Financial assistance shall be available only for such projects in which loan has been sanctioned by SIDBI Banks / FIs on or after 01.01.201

In case of Self Finance cases, financial assistance shall be available only for such projects where the order for the purchase of machinery has been placed on or after 01.01.2011

The applicants will have the option to submit their applications as per the same prescribed formats followed during Eleventh Plan, to CLE (for both Tanneries and Leather Products), or directly to the CLRI (for Tanneries) and FDDI (for Leather Products).

In regard to the CLE, the units may submit their applications to their nearest jurisdiction CLE offices at Chennai, New Delhi, Kanpur, Mumbai, Kolkata, Agra & Jalandhar. The CLE will receive the applications, undertake the preliminary scrutiny and forward the applications to the PIU concerned (CLRI or FDDI as the case may be) for technical appraisal and further processing at their end.

3. Units are requested to mark a copy of their communications on IDLS Scheme to CLE

Since the Council has been assigned the role of Facilitation Agency for IDLS Scheme during Twelfth Plan, the units while sending their communication(s) addressed to any agency (CLRI, FDDI, SIDBI and DIPP) on the IDLS Scheme, are hereby requested to always mark a copy (cc) of the same to the CLE Head Office as well as concerned CLE Regional Offices for their information and further follow up as deem necessary and appropriate. The List of E mail IDs of the CLE offices are appended below for your ready reference.

You may kindly take note of the above, and avail the investment grant as per guidelines under the IDLS Scheme.
