Sub: Merchandise Exports from India Scheme (MEIS) – Amendments vide Public Notice No: 06/2015-2020 dated May 4 2016

Re: Additional Markets for Notified Products & Dispensing with Requirement of Landing Certificate

As members are kindly aware, the MEIS Scheme was notified under the Foreign Trade Policy 2015-20, as a country-specific and product specific Scheme. Leather Sector items eligible for the MEIS benefit with applicability for Countries grouped under 3 headings ie A, B & C; had been notified by various Public Notices of the DGFT.

Vide the latest subject Public Notice, additional markets have been added to already notified Products. As far as leather sector is concerned, for items in Chapter 41, 42 & 64 which had been notified as eligible for MEIS, either for only Group A & countries, OR exclusively for Group A or Group B countries; the MEIS benefit can now be availed for all Group A, B, and C countries.

The subject Public Notice further clarifies that, as the MEIS benefit for notified products has been made available for all countries, henceforth Landing Certificate is not required under MEIS.

Council would like to highlight that with the issue of this latest Amendment to the MEIS, for notified Leather Sector Products, the MEIS Benefit can be availed for Group C Countries including Australia, and SAARC Countries of Bangladesh, Pakistan, Sri Lanka & Nepal.

As per the subject Public Notice, exports made prior to the date of this Notice, and exports effected from the date of this Public Notice, cannot be clubbed in one application and separate applications are required to be filed.

The subject DGFT Public Notice along with Annexure listing the MEIS-Eligible Products & Rates for Leather Sector products under Chapters 41, 42 and 64 is attached to this Circular.
