Dear Sirs,

Sub: IDLS Scheme – Procedures for disbursal of sanctioned grant

As you are aware, the IDLS Scheme provides investment grant for technology up gradation, modernization, capacity creation in all segments of the Leather Industry.. The scheme provides financial assistance @ 30% of the cost of plant and machinery for SSI units and 20% of the cost of the plant and machinery for Non-SSI units, subject to a ceiling of Rs.2 Crore per product line. The IDLS Scheme is implemented through multiple agencies as detailed below:

Central Leather Research Institute (CLRI)PIU for Tanneries
Footwear Design & Development Institute (FDDI)PIU for Leather Products & For release of assistance to the sanctioned units, through identified nationalized banks (Canara Bank & State Bank of Hyderabad)
Department of Industrial Policy & Promotion (DIPP), Ministry of Commerce & Industry, Govt of IndiaSanctioning Authority
Council for Leather Exports (CLE)Facilitation Agency for providing guidance to the units on all aspects of IDLS Scheme, receipt of applications from units, and coordination with stakeholders
We wish to inform that the PIU FDDI would be the disbursal agency for the grants sanctioned, beginning from cases approved in the 38th meeting of the Steering Committee held on 20.10.2014 onwards. The PIU FDDI would disburse the grant through identified nationalized banks i.e., Canara Bank and State Bank of Hyderabad.

In this regard, the procedures devised by the PIU FDDI for disbursing the grant sanctioned (for the Sanction Letters issued / to be issued during Jan 2015 and onwards) is attached herewith in the form of Flow Chart. Members may kindly note the procedures and follow the same.

In case of any clarifications, members are advised to attend the Open House Meetings being conducted exclusively for the IDLS Scheme, every Wednesday, at CLE offices at Chennai, New Delhi, Agra, Jalandhar, Kanpur, Kolkata & Mumbai. All aspects of the IDLS Scheme would be taken up in these Open House Meetings, and therefore, the CLE would request the members to kindly attend these Open House Meetings and obtain necessary guidance from the CLE.
