Subject: Investment Opportunities in Uttar Pradesh under the Uttar Pradesh Footwear, Leather & Non-Leather Sector Development Policy 2025 – reg.
Greetings from the Council for Leather Exports!
The Council for Leather Exports (CLE) has received a communication from the Directorate of Industries, Government of Uttar Pradesh, inviting industry stakeholders to explore investment and business opportunities in the State under the Uttar Pradesh Footwear, Leather & Non-Leather Sector Development Policy 2025. The Policy is a comprehensive five-year framework aimed at promoting investment, manufacturing expansion, technology partnerships, research and development, and supply-chain integration across the footwear and leather value chain. The policy brief as received from the Directorate of Industries, Government of Uttar Pradesh, is enclosed herewith for the information and ready reference of members.
Uttar Pradesh – Leather & Footwear Manufacturing Ecosystem:
According to the information provided by the Government of Uttar Pradesh, Uttar Pradesh has a significant presence in the country’s leather and footwear sector, with the following key features:
- Uttar Pradesh contributes nearly 46% of India’s total leather exports.
- Agra is recognised as the “Footwear Capital of India”, while Kanpur is a leading centre for leather accessories, safety footwear and saddlery.
- The State contributes around 30% of India’s raw leather production.
- The footwear and leather sector provides employment to over one million people in Uttar Pradesh.
- The State has established industrial clusters including Agra, Kanpur and Unnao, with approximately 11,500 production units and over 200 tanneries.
- More than 75,000 acres of investment-ready land is indicated as being available in the State.
- Combined exports of footwear and leather products from the State are valued at approximately ₹12,365 crore (USD 1.29 billion) annually.
Objectives of the Policy:
The Uttar Pradesh Footwear, Leather & Non-Leather Sector Development Policy 2025 seeks to:
- Position Uttar Pradesh as India’s leading footwear and leather manufacturing hub;
- Promote exports and global competitiveness;
- Encourage domestic and foreign investments;
- Generate employment through skill development initiatives; and
- Support modernisation, innovation and sustainable manufacturing.
Key Incentives & Benefits:
The Policy provides an extensive package of incentives and support measures for eligible units. The key provisions include:
Land Cost Grant
- Up to 80% land subsidy for Mega Anchor Units & Clusters in Purvanchal, Madhyanchal and Bundelkhand regions.
- Up to 35% land subsidy for standalone units.
Capital Subsidy:
- Up to 35% capital subsidy on eligible capital investment.
- Incentives of up to ₹1,500 crore for Mega Anchor Units & Clusters.
- Allied Leather Units eligible for incentives up to ₹1,200 crore.
Stamp Duty Exemption:
- 100% exemption/reimbursement on stamp duty for eligible units.
Employment Generation Subsidy:
- Reimbursement of 100% Employer EPF contribution for five years.
Training Subsidy:
- Support of up to ₹20,000 per trainee for women, SC/ST and differently-abled beneficiaries.
Power Tariff Subsidy:
- Subsidy of Rs.2 per unit for five years for eligible industries.
R&D and Innovation Support:
- Up to 70% reimbursement for patents, trademarks and GI registrations.
- Support for Design Labs, Innovation Centres and Centres of Excellence.
Sustainability Incentives:
- Support for green manufacturing, renewable energy, pollution control and sustainable leather alternatives.
- Additional incentives for eco-friendly and bio-based leather production.
Infrastructure & Ecosystem Support:
- Dedicated leather parks with plug-and-play infrastructure.
- Fast-track online land allotment through the single-window system.
- Support for clusters, MSMEs, ancillary industries and export-oriented units.
- Promotion of R&D, skill development and global market access.
The above incentives are subject to the eligibility criteria, conditions, applicable limits and other provisions prescribed under the Policy. The Government has also expressed interest in collaboration in areas including sustainable manufacturing, advanced materials, product development, skill enhancement, technological innovation, supply-chain resilience and market expansion.

चर्म निर्यात परिषद की ओर से सादर अभिवादन!
चर्म निर्यात परिषद को उत्तर प्रदेश सरकार के उद्योग निदेशालय से एक पत्र प्राप्त हुआ है, जिसमें उद्योग जगत के हितधारकों को उत्तर प्रदेश पादुका, चर्म एवं गैर-चर्म क्षेत्र विकास नीति 2025 के अंतर्गत राज्य में निवेश एवं व्यावसायिक अवसरों का पता लगाने के लिए आमंत्रित किया गया है। यह नीति एक व्यापक पाँच-वर्षीय रूपरेखा है, जिसका उद्देश्य पादुका एवं चर्म मूल्य श्रृंखला के विभिन्न क्षेत्रों में निवेश को बढ़ावा देना, विनिर्माण क्षमता का विस्तार, प्रौद्योगिकी साझेदारी, अनुसंधान एवं विकास तथा आपूर्ति श्रृंखला के एकीकरण को प्रोत्साहित करना है। उत्तर प्रदेश सरकार के उद्योग निदेशालय से प्राप्त नीति संक्षेप सदस्यों की जानकारी एवं त्वरित संदर्भ हेतु इसके साथ संलग्न किया जा रहा है।
उत्तर प्रदेश – चर्म एवं पादुका विनिर्माण पारिस्थितिकी तंत्र:
उत्तर प्रदेश सरकार द्वारा उपलब्ध कराई गई जानकारी के अनुसार, उत्तर प्रदेश का देश के चर्म एवं पादुका क्षेत्र में महत्वपूर्ण योगदान है। इसकी प्रमुख विशेषताएँ निम्नलिखित हैं:
- उत्तर प्रदेश भारत के कुल चर्म निर्यात में लगभग 46% का योगदान करता है।
- आगरा को “भारत की पादुका राजधानी” के रूप में मान्यता प्राप्त है, जबकि कानपुर चर्म सहायक उत्पादों, सुरक्षा पादुका एवं सैडलरी का एक प्रमुख केंद्र है।
- राज्य भारत के कच्चे चर्म के कुल उत्पादन में लगभग 30% का योगदान करता है।
- पादुका एवं चर्म क्षेत्र उत्तर प्रदेश में 10 लाख से अधिक लोगों को रोजगार प्रदान करता है।
- राज्य में आगरा, कानपुर एवं उन्नाव सहित औद्योगिक क्लस्टर स्थापित हैं, जिनमें लगभग 11,500 उत्पादन इकाइयाँ तथा 200 से अधिक टेनरियाँ हैं।
- राज्य में 75,000 एकड़ से अधिक निवेश-तैयार भूमि उपलब्ध होने का उल्लेख किया गया है।
- राज्य से पादुका एवं चर्म उत्पादों का संयुक्त निर्यात लगभग ₹12,365 करोड़ (यूएसडी 1.29 बिलियन) प्रतिवर्ष है।
नीति के उद्देश्य:
उत्तर प्रदेश पादुका, चर्म एवं गैर-चर्म क्षेत्र विकास नीति 2025 का उद्देश्य निम्नलिखित है:
- उत्तर प्रदेश को भारत के अग्रणी पादुका एवं चर्म विनिर्माण केंद्र के रूप में स्थापित करना;
- निर्यात एवं वैश्विक प्रतिस्पर्धात्मकता को बढ़ावा देना;
- घरेलू एवं विदेशी निवेश को प्रोत्साहित करना;
- कौशल विकास पहलों के माध्यम से रोजगार के अवसर सृजित करना; तथा
- आधुनिकीकरण, नवाचार एवं सतत विनिर्माण को प्रोत्साहन एवं समर्थन प्रदान करना।
प्रमुख प्रोत्साहन एवं लाभ:
यह नीति पात्र इकाइयों के लिए प्रोत्साहनों एवं सहायता उपायों का एक व्यापक पैकेज प्रदान करती है। इसके प्रमुख प्रावधान निम्नलिखित हैं:
भूमि लागत अनुदान :
- पूर्वांचल, मध्यांचल एवं बुंदेलखंड क्षेत्रों में मेगा एंकर इकाइयों एवं क्लस्टरों के लिए भूमि पर 80% तक की सब्सिडी।
- स्टैंडअलोन इकाइयों के लिए भूमि पर 35% तक की सब्सिडी।
पूंजीगत सब्सिडी :
- पात्र पूंजीगत निवेश पर 35% तक की पूंजीगत सब्सिडी।
- मेगा एंकर इकाइयों एवं क्लस्टरों के लिए ₹1,500 करोड़ तक के प्रोत्साहन।
- संबद्ध चर्म इकाइयाँ ₹1,200 करोड़ तक के प्रोत्साहनों के लिए पात्र होंगी।
स्टाम्प शुल्क में छूट :
- पात्र इकाइयों के लिए स्टाम्प शुल्क पर 100% छूट/प्रतिपूर्ति।
रोजगार सृजन सब्सिडी :
- पाँच वर्षों के लिए नियोक्ता के ईपीएफ अंशदान की 100% प्रतिपूर्ति।
प्रशिक्षण सब्सिडी :
- महिला, एससी/एसटी एवं दिव्यांग लाभार्थियों के लिए प्रति प्रशिक्षु ₹20,000 तक की सहायता।
विद्युत टैरिफ सब्सिडी :
- पात्र उद्योगों के लिए पाँच वर्षों तक ₹2 प्रति यूनिट की सब्सिडी।
अनुसंधान एवं विकास तथा नवाचार सहायता :
- पेटेंट, ट्रेडमार्क एवं जीआए पंजीकरण के लिए 70% तक की प्रतिपूर्ति।
- डिजाइन लैब, नवाचार केंद्र एवं उत्कृष्टता केंद्र की स्थापना हेतु सहायता।
सततता संबंधी प्रोत्साहन :
- हरित विनिर्माण, नवीकरणीय ऊर्जा, प्रदूषण नियंत्रण एवं टिकाऊ चर्म विकल्पों के लिए सहायता।
- पर्यावरण-अनुकूल एवं जैव-आधारित चर्म उत्पादन के लिए अतिरिक्त प्रोत्साहन।
अवसंरचना एवं पारिस्थितिकी तंत्र सहायता:
- प्लग-एंड-प्ले अवसंरचना से युक्त समर्पित चर्म पार्क।
- सिंगल-विंडो प्रणाली के माध्यम से ऑनलाइन भूमि आवंटन की त्वरित सुविधा।
- क्लस्टर, एमएसएमई, सहायक उद्योगों एवं निर्यात-उन्मुख इकाइयों के लिए सहायता।
- अनुसंधान एवं विकास, कौशल विकास तथा वैश्विक बाजार तक पहुँच को बढ़ावा देना।
उपर्युक्त प्रोत्साहन नीति के अंतर्गत निर्धारित पात्रता मानदंड, शर्तों, लागू सीमाओं एवं अन्य प्रावधानों के अधीन होंगे। सरकार ने सतत विनिर्माण, उन्नत सामग्री, उत्पाद विकास, कौशल उन्नयन, तकनीकी नवाचार, आपूर्ति श्रृंखला की सुदृढ़ता तथा बाजार विस्तार सहित विभिन्न क्षेत्रों में सहयोग में रुचि भी व्यक्त की है।
