Subject: Submission of details of Testing, Inspection and Certification requirements for consideration under TRACE component of Export Promotion Mission (EPM) – reg.
The Council for Leather Exports (CLE), vide its letter dated 10.09.2026, had requested the Directorate General of Foreign Trade (DGFT) to consider inclusion of additional testing, inspection and certification requirements specific to the Leather & Footwear Sector under the TRACE component of the Export Promotion Mission (EPM).
In response, DGFT, vide email dated 18.09.2026, has informed that a formal process for inclusion of certificates has been put in place and requested submission of the requisite details through a prescribed Google Form. The details received will be consolidated by DGFT for facilitating inclusion of eligible testing, inspection and certification requirements in the Trade Connect Portal under TRACE.
Accordingly, members intending to avail reimbursement of eligible expenditure towards testing, inspection and certification under TRACE are requested to submit the requisite details through the following Google Form:

Members are requested to keep the following information ready while filling up the Form:
1. Name of the Exporting Company
2. IEC Number
3. MSME Category, wherever applicable
4. Name of the Testing / Inspection / Certification requirement
5. Name of the Issuing Authority / Certification Agency / Testing Laboratory
6. Type / description of the product
7. 8-digit HSN Code of the relevant product
8. Country / location where the testing, inspection or certification is undertaken
9. Location and PIN Code of the Testing Laboratory / Certification Agency
10. Approximate / actual cost of testing, inspection or certification
11. Whether the certificate/report is issued in India or abroad
12. Validity period of the certificate, wherever applicable
13. Supporting documents / other relevant details, wherever available
Members are requested to provide specific and accurate product-wise information, particularly the 8-digit HSN Code and the exact name of the testing, inspection or certification requirement. Where applicable, the relevant international standard, regulation, RSL, buyer/market requirement or other compliance specification may also be indicated.
The information received will be consolidated by CLE and submitted to DGFT for consideration under the TRACE component of EPM. Submission of information through the Form does not constitute approval or confirmation of reimbursement by GFT/CLE. Eligibility, admissibility and reimbursement of expenditure will be subject to the applicable guidelines and conditions of the TRACE component of EPM and the decision of the competent authority.
Members are requested to submit the required information on or before 25.09.2026 to enable the Council to submit the consolidated details to DGFT within the stipulated time.

चर्म निर्यात परिषद ने अपने दिनांक 10.09.2026 के पत्र के माध्यम से विदेश व्यापार महानिदेशालय से अनुरोध किया था कि निर्यात संवर्धन मिशन के TRACE घटक के अंतर्गत चर्म एवं पादुका क्षेत्र से संबंधित अतिरिक्त परीक्षण, निरीक्षण एवं प्रमाणन आवश्यकताओं को शामिल करने पर विचार किया जाए।
इसके प्रत्युत्तर में, डीजीएफटी ने दिनांक 18.09.2026 के ई-मेल के माध्यम से सूचित किया है कि प्रमाणपत्रों को शामिल करने के लिए एक औपचारिक प्रक्रिया निर्धारित की गई है तथा निर्धारित गूगल फ़ॉर्म के माध्यम से अपेक्षित विवरण प्रस्तुत करने का अनुरोध किया है।
प्राप्त विवरणों को डीजीएफटी द्वारा समेकित किया जाएगा, ताकि ट्रेस के अंतर्गत ट्रेड कनेक्ट पोर्टल में पात्र परीक्षण, निरीक्षण एवं प्रमाणन संबंधी आवश्यकताओं को शामिल करने की सुविधा प्रदान की जा सके।
तदनुसार, ट्रेस के अंतर्गत परीक्षण, निरीक्षण एवं प्रमाणन पर किए गए पात्र व्यय की प्रतिपूर्ति का लाभ प्राप्त करने के इच्छुक सदस्यगण निम्नलिखित गूगल फ़ॉर्म के माध्यम से अपेक्षित विवरण प्रस्तुत करें:

6. उत्पाद का प्रकार / विवरण
7. संबंधित उत्पाद का 8-अंकीय एचएसएन कोड
8. वह देश / स्थान जहाँ परीक्षण, निरीक्षण अथवा प्रमाणन किया जाता है
9. परीक्षण प्रयोगशाला / प्रमाणन एजेंसी का स्थान एवं पिन कोड
10. परीक्षण, निरीक्षण अथवा प्रमाणन की अनुमानित / वास्तविक लागत

सदस्यगण से अनुरोध है कि उत्पाद-वार विशिष्ट एवं सटीक जानकारी प्रदान करें, विशेष रूप से 8-अंकीय एचएसएन कोड तथा परीक्षण, निरीक्षण अथवा प्रमाणन संबंधी आवश्यकता का सही नाम स्पष्ट रूप से उल्लेखित करें। जहाँ लागू हो, वहाँ संबंधित अंतरराष्ट्रीय मानक, विनियम,आरएसएल, खरीदार/बाजार की आवश्यकता अथवा अन्य अनुपालन संबंधी विनिर्देशों का भी उल्लेख किया जा सकता है।
प्राप्त जानकारी को सीएलई द्वारा समेकित कर ईपीएम के ट्रेस घटक के अंतर्गत विचारार्थ डीजीएफटी को प्रस्तुत किया जाएगा। फॉर्म के माध्यम से जानकारी प्रस्तुत किया जाना डीजीएफटी/सीएलई द्वारा प्रतिपूर्ति की स्वीकृति अथवा पुष्टि नहीं माना जाएगा। व्यय की पात्रता, स्वीकार्यता एवं प्रतिपूर्ति ईपीएम के ट्रेस घटक के अंतर्गत लागू दिशानिर्देशों एवं शर्तों तथा सक्षम प्राधिकारी के निर्णय के अधीन होगी।
सदस्यगण से अनुरोध है कि परिषद को निर्धारित समय-सीमा के भीतर डीजीएफटी को समेकित विवरण प्रस्तुत करने में सक्षम बनाने हेतु आवश्यक जानकारी 25.09.2026 या उससे पहले प्रस्तुत करें।

Subject: TRACE Component under Export Promotion Mission (EPM) – Request for Members’ Inputs on Additional Testing, Inspection and Certification Requirements in the Leather and Footwear Sector – Reg.
This is in continuation to CLE circular dated 16.07.2026 regarding amendment made in the Trade Regulations, Accreditation and Compliance Enablement (TRACE) component under the Export Promotion Mission (EPM) which provides support for eligible testing, inspection and certification/compliance requirements, subject to the applicable guidelines and conditions.
DGFT, vide Trade Notice No. 09/2026-27 dated 01 July 2026, has notified a consolidated list of 462 eligible Testing, Inspections and Certifications under TRACE (Annexure-I) component. A copy of the said new Trade Notice along with the applicable TRACE Scheme Guidelines, is enclosed herewith for ready reference. The list of eligible Testing, Inspections and Certifications is dynamic and may be reviewed from time to time for inclusion, revision or deletion of entries, based on stakeholder consultations, developments in international standards and trade-facilitation considerations.
In this regard, we seek your specific recommendations for additional testing, inspection, certification and other compliance requirements relevant to the Leather & Footwear sector which are not covered in the existing 462-entry list.

यह परिपत्र 16.07.2026 के सीएलई परिपत्र के क्रम में है, जिसमें निर्यात संवर्धन मिशन के अंतर्गत व्यापार नियम, मान्यता और अनुपालन सक्षमता (ट्रेस) घटक में किए गए संशोधन के संबंध में जानकारी दी गई थी। ट्रेस घटक के अंतर्गत लागू दिशा-निर्देशों एवं शर्तों के अधीन पात्र परीक्षण, निरीक्षण तथा प्रमाणन/अनुपालन संबंधी आवश्यकताओं के लिए सहायता प्रदान की जाती है।
विदेश व्यापार महानिदेशालय ने 01 जुलाई, 2026 के व्यापार सूचना संख्या 09/2026-27 के माध्यम से ट्रेस के 462 पात्र परीक्षण, निरीक्षण एवं प्रमाणन की समेकित सूची (अनुलग्नक-I) अधिसूचित की है। उक्त नई व्यापार सूचना तथा लागू ट्रेस योजना दिशा-निर्देशों की प्रति सदस्यों के संदर्भ हेतु संलग्न है।
पात्र परीक्षण, निरीक्षण एवं प्रमाणन की यह सूची गतिशील है तथा हितधारकों के परामर्श, अंतरराष्ट्रीय मानकों में विकास एवं व्यापार सुविधा संबंधी आवश्यकताओं के आधार पर समय-समय पर इसमें नई प्रविष्टियों को शामिल करने, संशोधन करने अथवा प्रविष्टियों को हटाने हेतु समीक्षा की जा सकती है।
इस संबंध में, हम चर्म एवं पादुका क्षेत्र से संबंधित ऐसे अतिरिक्त परीक्षण, निरीक्षण, प्रमाणन एवं अन्य अनुपालन आवश्यकताओं के संबंध में आपके विशिष्ट सुझाव आमंत्रित करते हैं, जो वर्तमान 462 प्रविष्टियों की सूची में शामिल नहीं हैं।

सदस्यों से अनुरोध है कि वे व्यावहारिक एवं प्रमाण-आधारित सुझाव प्रस्तुत करें, विशेष रूप से ऐसे सुझाव जिनमें वास्तविक निर्यात बाजार की आवश्यकताएं तथा बार-बार होने वाला अनुपालन व्यय शामिल हो।
