Sub : Reduction of reciprocal tariff of USA from 50% to 18% for India
Dear Member
You are aware that USA has levied a reciprocal tariff of 50% on goods exported from India (25% reciprocal tariff and 25% additional reciprocal tariff citing Russian oil imports). Subsequently, India and USA launched the trade deal negotiations.
Accordingly, India and USA have issued a joint statement (copies enclosed) wherein it is stated that USA will reduce the reciprocal tariff for India from 50% to 18%. The date of effect of this reduction is yet to be notified.
This 18% reciprocal duty for India is in addition to normal MFN duties applicable in USA.
Meanwhile, the Hon’ble President of USA has also issued an Executive Order dated 6.2.25 (copy enclosed) on removal of additional 25% reciprocal tariff for India for Russian oil imports, stating the following
Effective with respect to goods entered for consumption,or withdrawn from the warehouse for consumption, on or after 12:01 a.m. eastern standard time on February 7, 2026, products of India imported into the United States shall no longer be subject to the additional ad valorem rate of duty of 25 percent imposed pursuant to Executive Order 14329. Accordingly, effective 12:01 a.m. eastern standard time on February 7, 2026, headings 9903.01.84 through 9903.01.89 and subdivision (z) of U.S. Note 2 to subchapter III of chapter 99 of the Harmonized Tariff Schedule of the United States are hereby terminated

विषय : भारत के लिए संयुक्त राज्य अमेरिका द्वारा प्रतिलोमी शुल्क को 50% से घटाकर 18% किया जाना
प्रिय सदस्य,
आपको विदित है कि संयुक्त राज्य अमेरिका ने भारत से निर्यातित वस्तुओं पर 50% प्रतिलोमी शुल्क (25% प्रतिलोमी शुल्क तथा 25% अतिरिक्त प्रतिलोमी शुल्क, रूसी तेल आयात का हवाला देते हुए) लगाया था। इसके पश्चात भारत एवं संयुक्त राज्य अमेरिका के मध्य व्यापार समझौते पर वार्ता प्रारंभ की गई।
तदनुसार, भारत और संयुक्त राज्य अमेरिका द्वारा एक संयुक्त वक्तव्य (प्रतिलिपि संलग्न) जारी किया गया है, जिसमें यह उल्लेख किया गया है कि संयुक्त राज्य अमेरिका भारत के लिए प्रतिलोमी शुल्क को 50% से घटाकर 18% कर देगा। इस कटौती की प्रभावी तिथि अभी अधिसूचित की जानी शेष है।
यह 18% प्रतिलोमी शुल्क, संयुक्त राज्य अमेरिका में लागू सामान्य एमएफएन (MFN) शुल्क के अतिरिक्त होगा।
इस बीच, संयुक्त राज्य अमेरिका के माननीय राष्ट्रपति द्वारा दिनांक 06.02.2025 को एक कार्यकारी आदेश (प्रतिलिपि संलग्न) भी जारी किया गया है, जिसके अंतर्गत रूस से तेल आयात के संदर्भ में भारत पर लगाए गए अतिरिक्त 25% प्रतिलोमी शुल्क को समाप्त किए जाने का प्रावधान किया गया है। आदेश में निम्नलिखित उल्लेख किया गया है—
7 फरवरी 2026 को प्रातः 12:01 बजे (ईस्टर्न स्टैण्डर्ड टाइम) या उसके पश्चात उपभोग हेतु प्रविष्ट अथवा गोदाम से उपभोग हेतु निकाली गई वस्तुओं के संबंध में, संयुक्त राज्य अमेरिका में आयातित भारत के उत्पादों पर कार्यकारी आदेश 14329 के तहत लगाए गए 25% अतिरिक्त एड-वैलोरम शुल्क को अब लागू नहीं किया जाएगा। तदनुसार, 7 फरवरी 2026 को प्रातः 12:01 बजे (ईस्टर्न स्टैण्डर्ड टाइम) से संयुक्त राज्य अमेरिका के हार्मोनाइज़्ड टैरिफ शेड्यूल के अध्याय 99 के उप-अध्याय III के अंतर्गत शीर्षक 9903.01.84 से 9903.01.89 तथा यू.एस. नोट 2 की उपधारा (z) को समाप्त किया जाता है।
