Dear Members,

As members are aware, the Department of Revenue in the Ministry of Finance, Government of India notified the revised All Industry Rates of Duty Drawback for leather & leather products including non-leather footwear vide Notification No.36/2005-Cus(NT) dated May 2, 2005. These rates will come into force from May 5, 2005.

We are happy to inform that in the current revision, there is an overall increase in the DBK rates for leather & leather products including non-leather footwear, and ceilings have also been increased for most of the items. One of the features of the revised DBK schedule is that the entries have been aligned with the HS classification/Customs Tariff. Accordingly, bifurcated entries have been notified. Also, entries for certain new items like leather sofa covers and upholstery items have been notified with separate DBK rates. However, our long pending request to notify separate rates for leather woven mesh / mats and leather woven belts and braids have not been considered.

We forward herewith the following for your information:

• Drawback Schedule for Chapters 41 (leather), 42 (leather goods, apparels, gloves, harness & saddlery) & 64 (footwear)

Member-exporters may kindly take note of the above.

We also wish to state that the Council intends to take up certain issues specifically related to nomenclature / description of the products in the new DBK schedule, with the Directorate of Drawback shortly. This is for your information.
