Sub:     IDLS Scheme 2017-2020 – Centralized Project Monitoring System (CPMS) – Online Portal

 This is regarding the special package for employment generation in Leather and Footwear notified by Department of Industrial Policy & Promotion, Ministry of Commerce & Industry, Government of India. The package involves implementation of Central Sector Scheme “Indian Footwear, Leather & Accessories Development Programme (IFLADP)” with 7 sub-schemes to be implemented during the financial years 2017-2020. Please refer to the CLE Circular of even number dated 29.12.2017 under which guidelines for each of the 7 sub-scheme were circulated to members. These were also hosted and is now available in CLE website www.leatherindia.org

One of the sub-schemes of IFLADP is Integrated Development of Leather Sector (IDLS) scheme. The IDLS Scheme proposes to incentivize investment and manufacturing including job creation by providing backend investment grant/ subsidy @ 30% of the cost of new plant and machinery to Micro, Small and Medium Enterprises (MSMEs) and @ 20% of the cost of plant and machinery to other units for modernization/technology upgradation and/or expansion of existing units and also for setting up a new unit, subject to a ceiling of Rs.3 Crores per product line. All existing units in the Leather, Footwear and Accessories industry including tanneries, leather goods, saddlery, leather footwear, non-leather footwear and footwear component sector having cash profits for 2 years, undertaking viable and bankable programmes on technology up-gradation on or after 1st January, 2016 are eligible for assistance. The assistance for establishment of new units would also be provided. The Guidelines of the IDLS Scheme is enclosed herewith for your ready reference.

As part of implementing mechanism of IDLS Scheme, a Centralized  Project Monitoring System (CPMS) has been formulated and the Online Portal has been hosted in the website of FDDI with link : https://www.idls.fddiindia.com/. An Instruction Manual has also been hosted in the Online Portal.

The Central Leather Research Institute (CLRI) is the Project Implementation Unit for Tanneries, and Footwear Design and Development Institute (FDDI) is the Project Implementation Unit for Footwear, footwear components, leather garments, Leather goods & accessories and saddlery units. The Council for Leather Exports (CLE) is the Facilitation Agency for IDLS Scheme to facilitate and coordinate with the units and the stakeholder agencies at various stages of application submission and processing of the same thereafter.

In order to provide a platform to the members for seeking guidance and consultations with the CLE, the Council would be organizing Open House Meeting” exclusively for IDLS Scheme, every Wednesday between 10.30am and 1.00pm, at all the offices of CLE at Chennai, Kanpur, Kolkata, Mumbai, New Delhi, Agra & Jalandhar. Members may approach CLE for guidance regarding their application submission in the CPMS / online portal, and further queries if any.

Members may kindly take note of the above and take steps to submit their applications in the Online Portal as per scheme guidelines and instruction manual.
