Sub : Import of Leathers – Submission of Veterinary/ Health Certificate – reg
Dear Member,
This is in continuation to our earlier circulars dated July 24 and Aug. 3, 2018 requesting members to be cautious while submitting Veterinary/ Health Certificate obtained from overseas supplier to the local Animal Quarantine and Certification Station (AQCS) for obtaining No Objection certificate towards import of hides/skins/leathers into India.
AQCS stations in Chennai and Delhi have reported about submission of forged/fake Veterinary/ Health Certificate obtained from overseas suppliers.
We have now received received a communication from the Embassy of Brazil in New Delhi stating the following.

Due to the identification of the occurrence of not valid certificates on leather consignments from Brazil arriving in India, in 30/06 the Brazilian Ministry of Agriculture has changed the process of issuing leather certificates, in order to increase security and traceability. This change allows the use of the Brazilian quarantine service system to verify the certificates online.
This system is not designed specifically for this task and is in Portuguese. Because of this, a have prepared a small guide that will help the use of the system.
A copy of the guide received from the Embassy of Brazil in Delhi on identifying the validity of Origin Certificate of Leather from Brazil is enclosed, for reference of members. This guide states that Brazil does not issue Health Certificate to Leather. Only Origin Certificate is issued. The Model of the Origin Certificate of Brazil for Leather is also enclosed.

Dear Member,
This is in continuation to our earlier circular dated July 24 regarding submission of veterinary/ health certificate for import of hides, skins and leather into India. In the said circular we had requested members to take necessary precaution while obtaining veterinary/ health certificate from overseas suppliers, considering forged/invalid/false official health certificate submitted by some importers of finished leather/wet blue.
We have again received a communication from Animal Quarantine & Certification Services (AQCS), New Delhi stating the following.
The main problem is that many times the health certificates are falsely made as issued by competent authorities or Ministries and it is not possible to identify them without getting them verified as the stamp, signature, seals looks like proper and official. It is therefore necessary that the importers shall ensure proper certifications by checking in the official websites of the country of the origin.
Members may kindly note the above and take precautions while obtaining Veterinary/ Health certificates from overseas suppliers of hides/skins/leathers.

Dear Sir,
Council for Leather Exports has received information from Animal Quarantine & Certification Services (AQCS) in Chennai as well as from AQCS, New Delhi informing about the submission of forged/invalid/false health certificates. The communication from ACS, Delhi states the following.
“Many importers are importing the finished leather/wet blue from countries like Spain, Brazil, EU, South Africa, Bangladesh, Romania etc. on forged/false/invalid official health certificates. These submitted certificates looks like originals and also as issued by official authorities. It is very difficult for AQCS to identify such certificates at its level, therefore many certificates were sent for verification and also declared false/forged by authorities of other countries. Accordingly, importers were advised to deport/destroy (reject) the consignments in co-operation with Customs”
The Department of Animal Husbandry, Dairying & Fisheries (DAHD&F) has also hosted an advisory (copy enclosed) which states that only original health certificate is to be submitted to the concerned AQCS station for issue of NOC for import clearance of leather.
Hence members may kindly note the above and take necessary precaution while obtaining veterinary/health certificates and submit the original veterinary/health certificate to AQCS concerned for obtaining NOC for import clearance of hides/skins and leathers.
