Sub: IDLS Scheme, Deadline for submission of Applications in online portal is 31.12.2020
As you are aware, Indian Footwear, Leather & Accessories Development Programme (IFLADP) is currently under implementation by Department for Promotion of Industry & Internal Trade (DPIIT), Government of India, with an approved outlay of Rs.2600 Crores during 2017-2020. The Department of Expenditure, Government of India has given an interim extension beyond 31st March 2020 for a period till 31st March 2021 or till the date the recommendations of 15th Finance Commission* come into effect, whichever is earlier, without changing the scope of the schemes. Accordingly, the DPIIT has been continuing with the implementation of sub-schemes of IFLADP including Integrated Development of Leather Sector (IDLS) sub-scheme.
Under IDLS sub-scheme, the applications for availing grant is being submitted by the eligible units to PIUs (i.e FDDI for footwear & leather products & CSIR-CLRI for tanneries) through online portal https://www.idls.fddiindia.com. The PIUs undertakes the scrutiny and appraisal of the applications and forwards the applications which have completed appraisal to the DPIIT for obtaining approval of Steering Committee. After approval of Steering Committee, the DPIIT disburses approved grant to the respective PIUs for onward disbursement of grant to the units.
Keeping in view the present deadline of 31st March 2021 for existing schemes, the DPIIT has now taken a decision that applicant units will be allowed to submit their applications under IDLS sub-scheme in the online portal till 31st December 2020. After this date, the online portal will not receive applications keeping in view the need to complete further formalities (appraisal process of PIUs which includes inspection visit to units, submission of appraised applications by PIUs to DPIIT, approval of Steering Committee, disbursement of funds thereof etc) all of which have to be completed within the deadline of 31.03.2021.
The DPIIT has requested the PIUs to submit all complete applications received in the online portal to the DPIIT after due scrutiny & appraisal by 31.01.2021 so that after scrutinizing, DPIIT may place such applications before the Steering Committee and necessary approval of Steering Committee may be obtained till February 2021 and disbursements to the approved units can be settled by March 2021. DPIIT has also requested the FDDI to suspend new registration and submission of applications in the online portal from 01.01.2021 till further orders.
Members may kindly take note of the above decision of the DPIIT. The CLE would request the members to submit their applications in the online portal on or before 31st December 2020. Please note that receipt of applications in the online portal would be suspended from 1st January 2021.
