Dear Sirs/Madam,
Sub: Quality Control Orders (QCOs) for Footwear industry under implementation from 01.07.2023 – FAQs and clarifications issued by BIS – reg.
The Department for Promotion of Industry & Internal Trade(DPIIT) , Ministry of Commerce & Industry, Government of India has mandated the Quality Control Orders [QCOs] for Footwear Sector which has come into effect from 1st day of July 2023. 13 footwear products covered under the Footwear made from All-Rubber and all Polymeric material and its components (Quality Control) Order, 2022 and 11 footwear products covered under the Footwear made from Leather and other materials (Quality Control) Order, 2022 is under implementation from 1st July 2023.
The Bureau of Indian Standards (BIS) shall be the certifying and enforcing authority for the goods or articles. In this regard, BIS has now issued the following documents for guidance of the footwear industry:
- Frequently Asked Questions (FAQs) related to QCOs for Footwear Products have been brought out by BIS, with 18 possible questions and answers to them. The FAQ Document is attached herewith for your reference. This is also hosted in BIS website with the link https://www.bis.gov.in/wp-content/uploads/2023/07/FAQs-on-footwear-merged.pdf
- Clarification related to implementation of QCOs on Sandals, Slippers and Hawai Chappals for which Standards have been revised recently and manufacturers making the products as per these revised specifications will be given an additional time of 6 months to comply i.e., up to 31 December 2023. The BIS Document Reference CMD-2/G-94 dated 27.07.2023 is attached herewith for your reference.
