Members of the Council,

Dear Members,
Sub: 3% Duty Free Import Scheme (DFIS) – Comprehensive information.

This is regarding the implementation of Duty Free Import Scheme (DFIS) for importing certain essential inputs, components and embellishments to an extent of 3% of previous year’s FOB value to the manufacturer-exporters of leather products.

Under the Scheme, the Council is issuing necessary certificates namely Export Performance Certificate (EPC) and Import Certificates (IC) to manufacturer-exporters of leather garments as well as all leather products including footwear in terms of Sl.Nos.167, 167A and 168 read with Condition No.21 & 21A of the Customs Notification No.21/2002 dated 1.3.2002 as amended from time to time.

The Council has brought out following two comprehensive Notes for the purpose of easy understanding of the provisions of the scheme, and its implementation by the Council:

1. 3% DFIS for manufacturer-exporters of leather garments

Operative guidelines for implementation by CLE

Applications proforma for issue of Export Performance Certificate (Annexure I)

Applications proforma for issue of import certificate (Annexure II)

Affidavit to be submitted in case of lining and interlining materials (Annexure III)

2. 3% DFIS for manufacturer-exporters of Footwear and other Leather Products
