Sub : Services for Postal Department for exporters
Dear Sir,
This is with reference to the webinar organized by CLE on 10.5.23 regarding services for Postal Departments. We have now received a communication from Shri G.Natarajan, Postmaster General, Chennai City Region stating the following with regard to facilities available in Post Offices for booking export materials/samples of leather exports.
· Post Offices provide various options for sending documents/goods/samples to other countries. International EMS Speedpost service is available for 106 countries where exporters can send documents or goods upto 35 kg. The other International services is the International Air Parcel where exports of goods can be done for 219 countries. The maximum weight that can be sent is 2 kg. Another relatively lesser tariff option is International Tracked Packet Service (ITPS) which is available for 38 countries, though the maximum weight that can be sent is 2 kg. This could be an ideal service for those who send samples as the rates are less. The International Registered Letter service can be used for 213 countries. This provide for document up 2 kg to be sent the rates for all these four options are very competitive vis-à-vis the couriers. There is no volumetric weight concept in Postal International service for all the four options which could benefit exporters. We are enclosing an annexure on these four options with the tariff, countries served etc.
· The International EMS service has a credit facility for exporters through the Book Now Pay Later Scheme. This scheme also provides free pick-up from their premises and volume based discount starting from 5% to 15%. For those who are using International registered, if they enroll as contractual customers, free pick up is provided. All the above services are available from all Departmental Post Offices. Department of Posts has launched a new scheme called Dak Ghar Niryat Kendra (DNKs). Foreign Post, St. Thomas Mount, Chennai and Pondicherry Head Post Office have started these services.
· These DNKs focus on facilitating commercial exports. This is an online process by which all the paper work can be done online by exporters. DNKs facilitate online customs documentation and filing of Postal Bill of Exports (PBE). These centres have dedicated counters for booking of goods of exports. They also have facility for packing parcels of the exporters. The Postal Bill of exports can be generated through online portal. The benefits through DNKs are:
ü Transparency in receipt of foreign currency
ü Proof of Exports, GST refund, Duty Drawback
ü No limit on number of items and value of items to be sent
ü No limit of addressee/buyers to whom a seller sends
ü Can maintain proper statistics of Export/Trade
ü While using these DNKs, exporters can use International EMS Speedpost, International registered or International Tracked Packet Service. They can use DNK for booking both documents and goods. So far 7 exporters have registered and starting using DNKs in Pondicherry and 30 exporters are registered with Foreign Post, St. Thomas Mount, Chennai-600016. Many of the registered exporters are e-commerce exporters.
ü More DNKs are being planned in Ranipet Head Post Office, Chromepet Sub Office, Anna Road Head Post Office, Chennai GPO, Anna Nagar Sub Office, Ambattur Head Office, Arni Head Post Office, Kalimbur Sub Office and Auroville Sub Office.
