SUB: Submission of Expression of Interest (EOI) – Proposed Vegetable Tanning based Tannery Cluster at Dighi Industrial Area, Raigad, Maharashtra
The leather and footwear industry in Maharashtra has undertaken a significant initiative to strengthen the manufacturing and export ecosystem in the State through the formation of a Special Purpose Vehicle (SPV), namely Maharashtra Leather Footwear Accessories & Apparel Exporters Association (MAHALEX). The SPV has submitted a proposal for the development of a 100-acre Vegetable Tanning based Tannery Cluster coming under Orange Consent Category of CPCB / MPCB at Dighi Industrial Area, Ratwad, in Raigad District, Maharashtra, which has since been approved by the Government of Maharashtra.
Accordingly, the SPV, in association with the Council for Leather Exports (CLE), hereby invites Expression of Interest (EOI) from PAN India members for participation in the proposed Integrated Tannery Cluster at Dighi Industrial Area (Ratwad), Raigad District, Maharashtra.
The project is being facilitated by the Maharashtra Industrial Development Corporation (MIDC), which shall develop the cluster with the requisite industrial infrastructure. The proposed cluster shall function as a Zero Liquid Discharge (ZLD)-compliant integrated tannery park, aimed at supporting leather processing activities, ensuring a steady supply of raw materials for downstream footwear and leather goods manufacturing units in the region and other States, and enhancing the competitiveness of exports from the cluster.
About Dighi Industrial Area:
Dighi Port Industrial Area (DPIA) has been envisaged under the Delhi-Mumbai Industrial Corridor (DMIC) as one of the industrial nodes in the State of Maharashtra.
The area, located about 170 km south of Mumbai along NH-66 (Mumbai–Goa Highway) and the Konkan Railway line in Raigad district, offers strong locational advantages. Its proximity to Dighi Port and access to key railheads such as Kolad, Roha, and Mangaon ensure excellent connectivity. Additionally, linkage through the Konkan Railway provides multimodal access to the Dedicated Freight Corridor (DFC) and Jawaharlal Nehru Port.
Salient Features of the Cluster:
1. Dighi Port Industrial Area is being developed over approximately 30,000 acres, out of which 15,000 acres are proposed in Phase-I. Infrastructure including roads, bridges, and culverts over a length of about 280 km is under development.
2. A Dedicated Freight Corridor connecting the NCR-Delhi region to JNPT and Dighi Port (approximately 1,483 km) is envisaged for development of industrial nodes across six States.
3. The area is connected to the Delhi-Mumbai Industrial Corridor and is envisaged as a major hub of industrial activity.
4. The Union Cabinet has accorded approval for development of Dighi Port Industrial Area as a smart industrial city.
5. Dighi Port is a rapidly developing deep-sea port in Raigad and is envisaged as a major logistics hub to support trade and decongest JNPT.
Connectivity:
1. Air Connectivity: Navi Mumbai Airport – approx. 100 km; Mumbai Airport – approx. 130 km
2. Road Connectivity: Navi Mumbai – approx. 100 km; Mumbai – approx. 150 km; located on NH-66
3. Port Connectivity: Dighi Port – approx. 50 km; JNPT – approx. 90 km; Mumbai Port Trust – approx. 125 km
4. Rail Connectivity: Kolad – approx. 5 km; Indapur and Mangaon – nearby rail access
Commercial Terms:
1. The Government of Maharashtra has offered land for the proposed cluster at a competitive rate of Rs 4,100 per sq. mtr, inclusive of basic infrastructure such as water, power, internal roads, and sewage systems. Further, the SPV has represented for a concessional rate to the Department of Industries, Government of Maharashtra. The proposal is under consideration for approval by the Cabinet Subcommittee, and upon approval, a further reduction of up to 50% (approximately Rs 2,050 per sq. mtr.) is envisaged.
2. Additional SPV charges: Rs 3 lakh per acre
3. Land allotment on a lease basis for a period of 95 years
Role of CLE & Advisory to Members:
1. The Council for Leather Exports (CLE) is facilitating the dissemination of this circular, along with the Expression of Interest (EOI), on behalf of the Special Purpose Vehicle (SPV), namely Maharashtra Leather Footwear Accessories & Apparel Exporters Association (MAHALEX) and Maharashtra Industrial Development Corporation (MIDC).
2. CLE’s role is limited to that of a facilitator for dissemination of information among its members. CLE does not assume any responsibility or liability with regard to land allotment, pricing, statutory approvals, infrastructure development, or implementation of the project.
- All interested members are advised to undertake their own independent due diligence, including assessment of commercial terms, statutory compliance requirements, and necessary approvals from the concerned authorities, prior to submission of their EOI.
Important Conditions:
1. The individual tannery units shall be required to establish Zero Liquid Discharge (ZLD) facilities within their respective premises. The SPV proposes to submit a proposal for development of a ZLD Common Effluent Treatment Plant (CETP), subject to receipt of EOIs from at least 30 tannery units.
2. As per MIDC norms, in case the allottee does not develop at least 40% of the allotted plot area and commence operations within 2 years, MIDC shall be entitled to resume the plot for reallocation.
Steps to Submit EOI:
1. Interested members are requested to submit their EOI in the attached format for participation in the project
2. Allotment will be on a first-come, first-served basis by SPV.
3. The last date for submission of EOI is 15th April 2026.

महाराष्ट्र में चर्म एवं पादुका उद्योग ने राज्य में विनिर्माण एवं निर्यात पारिस्थितिकी तंत्र को सुदृढ़ करने के उद्देश्य से एक विशेष प्रयोजन वाहन (एसपीवी) के गठन के माध्यम से एक महत्वपूर्ण पहल की है, जिसका नाम महाराष्ट्र लेदर फुटवियर एक्सेसरीज एवं अपैरल निर्यातक संघ (महालैक्स) है।इस एसपीवी ने रायगढ़ जिला, महाराष्ट्र के दिघी औद्योगिक क्षेत्र (रथवाड) में 100 एकड़ क्षेत्रफल में वनस्पति टैनिंग आधारित टैनरी क्लस्टर के विकास हेतु प्रस्ताव प्रस्तुत किया है, जो सीपीसीबी / एमपीसीबी की ऑरेंज सहमति श्रेणी के अंतर्गत आता है। उक्त प्रस्ताव को महाराष्ट्र सरकार द्वारा अनुमोदित किया जा चुका है।
तदनुसार, उक्त एसपीवी द्वारा चर्म निर्यात परिषद (सीएलई) के सहयोग से, प्रस्तावित एकीकृत टैनरी क्लस्टर, दिघी औद्योगिक क्षेत्र (रथवाड), रायगढ़, महाराष्ट्र में भागीदारी हेतु संपूर्ण भारत के सदस्यों से अभिरुचि अभिव्यक्ति (ईओआई) आमंत्रित की जाती है।
यह परियोजना महाराष्ट्र औद्योगिक विकास निगम (एमआईडीसी) द्वारा सुगम बनाई जा रही है, जो आवश्यक औद्योगिक अवसंरचना के साथ इस क्लस्टर का विकास करेगा। प्रस्तावित क्लस्टर शून्य द्रव अपशिष्ट (जीरो लिक्यूइड डिस्चार्ज- जेडएलडी) मानकों के अनुरूप एक एकीकृत टैनरी पार्क के रूप में कार्य करेगा, जिसका उद्देश्य चर्म प्रसंस्करण गतिविधियों को समर्थन देना, क्षेत्र तथा अन्य राज्यों में पादुका एवं चर्म उत्पाद निर्माण इकाइयों के लिए कच्चे माल की निरंतर उपलब्धता सुनिश्चित करना तथा क्लस्टर से निर्यात की प्रतिस्पर्धात्मकता को बढ़ाना है।
दिघी औद्योगिक क्षेत्र के बारे में:
दिघी पोर्ट औद्योगिक क्षेत्र को दिल्ली-मुंबई औद्योगिक कॉरिडोर के अंतर्गत महाराष्ट्र राज्य के प्रमुख औद्योगिक नोड्स में से एक के रूप में विकसित किया जा रहा है।
यह क्षेत्र रायगढ़ जिले में एनएच-66 (मुंबई–गोवा राजमार्ग) तथा कोंकण रेलवे लाइन के साथ, मुंबई से लगभग 170 किमी दक्षिण में स्थित है, जो इसे उत्कृष्ट भौगोलिक लाभ प्रदान करता है। दिघी पोर्ट के निकट होने तथा कोलाड, रोहा एवं माणगांव जैसे प्रमुख रेलवे स्टेशनों से जुड़ाव के कारण यहाँ उत्कृष्ट कनेक्टिविटी उपलब्ध है। इसके अतिरिक्त, कोंकण रेलवे के माध्यम से डेडिकेटेड फ्रेट कॉरिडोर एवं जवाहरलाल नेहरू पोर्ट से बहु-माध्यम संपर्क भी सुनिश्चित होता है।
क्लस्टर की प्रमुख विशेषताएँ :
1. दिघी पोर्ट औद्योगिक क्षेत्र का विकास लगभग 30,000 एकड़ में प्रस्तावित है, जिसमें से 15,000 एकड़ क्षेत्र प्रथम चरण में विकसित किया जा रहा है। लगभग 280 किमी लंबाई में सड़कें, पुल एवं पुलियाएँ विकसित की जा रही हैं।
2. एनसीआर-दिल्ली क्षेत्र को जेएनपीटी एवं दिघी पोर्ट (लगभग 1,483 किमी) से जोड़ने हेतु एक डेडिकेटेड फ्रेट कॉरिडोर की परिकल्पना की गई है, जो छह राज्यों में औद्योगिक नोड्स के विकास को प्रोत्साहित करेगा।
3. यह क्षेत्र दिल्ली-मुंबई औद्योगिक कॉरिडोर से जुड़ा हुआ है तथा इसे प्रमुख औद्योगिक गतिविधियों के केंद्र के रूप में विकसित किया जा रहा है।
4. केंद्रीय मंत्रिमंडल द्वारा दिघी पोर्ट औद्योगिक क्षेत्र को एक स्मार्ट औद्योगिक शहर के रूप में विकसित करने की स्वीकृति प्रदान की गई है।
5. दिघी पोर्ट, रायगढ़ का एक तीव्र गति से विकसित हो रहा गहरे समुद्र का बंदरगाह है, जिसे व्यापार को बढ़ावा देने एवं जेएनपीटी पर भार कम करने हेतु एक प्रमुख लॉजिस्टिक्स हब के रूप में विकसित किया जा रहा है।
कनेक्टिविटी :
1. वायु संपर्क : नवी मुंबई हवाई अड्डा – लगभग 100 किमी; मुंबई हवाई अड्डा – लगभग 130 किमी
2. सड़क संपर्क : नवी मुंबई – लगभग 100 किमी; मुंबई – लगभग 150 किमी; एनएच-66 पर स्थित
3. बंदरगाह संपर्क : दिघी पोर्ट – लगभग 50 किमी; जेएनपीटी – लगभग 90 किमी; मुंबई पोर्ट ट्रस्ट – लगभग 125 किमी
4. रेल संपर्क : कोलाड – लगभग 5 किमी; इंदापुर एवं माणगांव – निकटतम रेलवे संपर्क उपलब्ध
वाणिज्यिक शर्तें :
1. महाराष्ट्र सरकार द्वारा प्रस्तावित क्लस्टर हेतु भूमि ₹4,100 प्रति वर्ग मीटर की प्रतिस्पर्धी दर पर उपलब्ध कराई गई है, जिसमें जल, विद्युत, आंतरिक सड़कें एवं सीवरेज प्रणाली जैसी बुनियादी अवसंरचना शामिल है। इसके अतिरिक्त, एसपीवी द्वारा उद्योग विभाग, महाराष्ट्र सरकार से रियायती दर का अनुरोध किया गया है। यह प्रस्ताव मंत्रिमंडलीय उप-समिति के समक्ष विचाराधीन है तथा स्वीकृति प्राप्त होने पर दर में लगभग 50% तक (लगभग ₹2,050 प्रति वर्ग मीटर) की अतिरिक्त कमी संभावित है।
2. अतिरिक्त एसपीवी शुल्क : ₹3 लाख प्रति एकड़
3. भूमि आवंटन : 95 वर्षों की लीज़ (पट्टा) आधार पर
सीएलई की भूमिका एवं सदस्यों हेतु परामर्श :
1. चर्म निर्यात परिषद (सीएलई), विशेष प्रयोजन वाहन (एसपीवी) अर्थात महाराष्ट्र लेदर फुटवियर एक्सेसरीज एवं अपैरल निर्यातक संघ (महालैक्स) तथा महाराष्ट्र औद्योगिक विकास निगम (एमआईडीसी) की ओर से इस परिपत्र एवं अभिरुचि अभिव्यक्ति (ईओआई) के प्रसार को सुगम बना रहा है।
2. सीएलई की भूमिका केवल अपने सदस्यों के मध्य सूचना के प्रसार तक सीमित है। भूमि आवंटन, मूल्य निर्धारण, वैधानिक स्वीकृतियाँ, अवसंरचना विकास अथवा परियोजना के क्रियान्वयन के संबंध में सीएलई किसी प्रकार की जिम्मेदारी या दायित्व स्वीकार नहीं करता है।
3. सभी इच्छुक सदस्यों को सलाह दी जाती है कि वे ईओआई प्रस्तुत करने से पूर्व वाणिज्यिक शर्तों का मूल्यांकन, वैधानिक अनुपालन आवश्यकताओं तथा संबंधित प्राधिकरणों से आवश्यक अनुमतियों सहित अपनी स्वतंत्र जाँच अवश्य कर लें।
महत्वपूर्ण शर्तें :
1. प्रत्येक टैनरी इकाई को अपने परिसर में शून्य द्रव अपशिष्ट (जेडएलडी) सुविधा स्थापित करना अनिवार्य होगा। एसपीवी द्वारा कम से कम 30 टैनरी इकाइयों से ईओआई प्राप्त होने की शर्त पर सामान्य अपशिष्ट उपचार संयंत्र के विकास हेतु प्रस्ताव प्रस्तुत किया जाएगा।
2. एमआईडीसी के नियमों के अनुसार, यदि आवंटी द्वारा 2 वर्षों के भीतर आवंटित भूखंड के कम से कम 40% क्षेत्र का विकास कर संचालन प्रारंभ नहीं किया जाता है, तो एमआईडीसी को उक्त भूखंड को पुनः आवंटन हेतु वापस लेने का अधिकार होगा।
ईओआई प्रस्तुत करने की प्रक्रिया :
1. इच्छुक सदस्य परियोजना में भागीदारी हेतु संलग्न प्रारूप में अपना ईओआई प्रस्तुत करें।
2. आवंटन एसपीवी द्वारा पहले आओ–पहले पाओ के आधार पर किया जाएगा।
3. ईओआई प्रस्तुत करने की अंतिम तिथि : 15 अप्रैल, 2026
