Dear Member

Members are kindly aware that under the European Union GSP (Generalised System of Preferences), duty exemption/concession is provided to eligible leather, leather products and footwear

With effect from 1.1.2017, the EU has introduced the self-certification system under GSP through which exporters themselves can certify the statement of origin.

For the self-certification of export consignments above Euro 6000, the exporter has to be registered under the Registered Exporter System (REX) while in respect of export consignments below Euro 6000, the “statements on origin” for availing GSP are to be issued by exporters themselves.

The format of the Statement of Origin is prescribed in Annexure 1 D of DGFT Public Notice No. 51/2015-20 dated 30th December 2016. It shall be made out on commercial document such as commercial invoice, packing list and delivery notice. It cannot be made out on transport document. This Public Notice contains detailed regulations concerning the self-certification scheme.

DGFT Trade Notice No. 3 dated 17th April 2017 specified that exporters are required to furnish fortnightly the commercial document on which the statement of origin is made to the local user (details of which are given in DGFT Public Notice No. 51/2015-20 ) through e-mail/physical copy.

The DGFT has now again issued a Trade Notice No. 49/2019-20 dated 11.2.2020 reiterating the requirement of submission of statement of origin on fortnightly basis as stated above TO THE CONCERNED LOCAL USER I.E. OFFICE and also stating that exporters need to respond to the verification requests by EU within the prescribed time limit, failing which the REX may be annulled.
