Sub: Closure of NSWS online portal for submission of applications under IFLDP 2021-26 – reg
As you are kindly aware that the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry, Govt of India is implementing the Central Sector Scheme, Indian Footwear & Leather Development Programme (IFLDP) consisting of the following six sub-schemes with a total outlay of Rs.1700 Crores during the period 2021-2026 till 31st March 2026 or till further review, whichever is earlier:
1. Sustainable Technology and Environmental Promotion (STEP)
2. Integrated Development of Leather Sector (IDLS)
3. Brand Promotion of Indian Brands in Leather and Footwear Sector
4. Development of Design Studios in Leather and Footwear Sector
5. Mega Leather, Footwear and Accessories Cluster Development (MLFACD)
6. Establishment of Institutional Facilities (EIF)
Under all the six sub-schemes, proposals/ applications have to be submitted through the online NSWS portal (https://www.nsws.gov.in) for availing of the grant.
In view of the limited availability of funds and the short remaining duration of IFLDP i.e., 31st March 2026, the DPIIT has informed that National Single Window System (NSWS) portal for IFLDP 2021-26 is being closed with immediate effect for all the sub-schemes, except IDLS sub-scheme.
However, for IDLS sub-scheme, a 15 days window is being provided and the portal will be closed within 15 days from the date of issuance of this letter i.e., by 10th July 2025 (Thursday). Please note that no applications will be accepted beyond 10th July 2025.
Under IDLS sub-scheme, the applications are submitted by the eligible units to PIUs (FDDI and CLRI) through the online NSWS portal. After due appraisal, the applications are forwarded to the DPIIT for consideration by the Steering Committee, and after approval by the Steering Committee, the grant is disbursed to the applicant units. Additionally, mere submission of an application does not entitle an applicant to GOI assistance. The assistance is subject to appraisal and recommendations by the PIUs, and final approval by the Steering Committee.
As per the above official decision of the DPIIT, Govt of India, the CLE would advise the members to submit their applications, if any, under IDLS sub-scheme in the NSWS portal on or before 10th July 2025. As a safeguard measure, the CLE would urge the members to complete the application submission process at least 4/5 days before the deadline date of 10th July 2025, so as to avoid any sort of last-minute issues.
