Dear Sir/Madam,

Sub: Details requested for applications submitted in the NSWS Online Portal and pending for IDLS Grant by the PIUs under IFLDP 2021–26 scheme reg.
 
As you are aware, the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry, Government of India, is implementing the Central Sector Scheme Indian Footwear & Leather Development Programme (IFLDP) with a total outlay of ₹1700 Crores for the period 2021–2026, up to 31st March 2026 or until further review, whichever is earlier.
 
The programme comprises the following six sub-schemes:
1.      Sustainable Technology and Environmental Promotion (STEP)
2.      Integrated Development of Leather Sector (IDLS)
3.      Brand Promotion of Indian Brands in Leather and Footwear Sector
4.      Development of Design Studios in Leather and Footwear Sector
5.      Mega Leather, Footwear and Accessories Cluster Development (MLFACD)
6.      Establishment of Institutional Facilities (EIF)
 
All applications/proposals under the above sub-schemes were required to be submitted through the National Single Window System (NSWS) portal.
 
In view of the limited availability of funds and the approaching closure of the scheme, DPIIT, vide its Notification dated 25th June 2025, had closed the NSWS portal for all sub-schemes with immediate effect, except for the IDLS sub-scheme. A further window of 15 days was provided for IDLS, and the portal was subsequently closed on 10th July 2025.
 
It is understood from member units that a number of applications submitted under IDLS are currently under consideration by the Project Implementing Units (PIUs), namely FDDI and CLRI. Since the scheme is scheduled to close on 31st March 2026, for facilitating the Member units to know the present status of their application, the Council proposes to take up the matter with DPIIT/PIUs on behalf of its members for consideration of pending applications, subject to eligibility criteria.
 
In this regard, members are requested to urgently provide the following details to enable the Council to represent the matter effectively:

Note: Applications that were earlier rejected by the Steering Committee need not be resubmitted again. The Council will consolidate the applications region-wise and submit them to DPIIT/PIUs for consideration, subject to eligibility.
 
As the deadline for closure of the IDLS scheme (31.03.2026) is fast approaching, members are requested to furnish the above details on or before 26.03.2026 to their respective Regional Offices. The Council will require additional time to consolidate and forward the proposals to DPIIT/PIUs.
 
Members may kindly note that the Council will not recommend applications that have already been rejected by the PIUs/Steering Committee. Your immediate action in this regard is highly appreciated.
