Sub: Extension of IFLADP 2017-2020 by one more year till March 2021
As you are aware, Indian Footwear, Leather & Accessories Development Programme (IFLADP) is currently under implementation by Department for Promotion of Industry & Internal Trade (DPIIT), Government of India, with an approved outlay of Rs.2600 Crores over the 3 financial years 2017-2020, ending with 31st March 2020. As per the views expressed by the industry, the CLE has approached Government of India on many occasions at different levels with a request to consider extending the implementation period of the IFLADP at least by one more year i.e., till March 2021 so as to enable the industry to make optimum utilization of the sanctioned outlay. The DPIIT has already initiated the exercise of evaluation/appraisal of the IFLADP through Indian Institute of Foreign Trade (IIFT) and the evaluation is currently under progress.
In this background, DPIIT has shared a reference of Office Memorandum dated 10.01.2020 issued by Department of Expenditure, Ministry of Finance under which internal advisory have been issued to all the Secretaries of the Govt of India and other authorities. With a view to ensure smooth implementation of ongoing schemes (both centrally sponsored schemes and central sector schemes) and maintain optimum pace of expenditure, pending appraisal/approval of ongoing schemes, an interim extension beyond 31st March 2020 is given for a period till 31st March 2021 or till the date the recommendations of 15th Finance Commission* come into effect, whichever is earlier. It is applicable for all the schemes that the Ministry/Department wants to continue without changing their scope, nature and coverage.
In pursuant to above, the IFLADP which is a Central Sector scheme, is extended for one year till 31st March 2021 or till the date the recommendations of 15th Finance Commission* comes into effect whichever is earlier.
Members may kindly take note of the extension, and it is suggested that applications for IDLS Scheme may be filed in the online portal as soon as payments are made and machinery are installed and not to delay the submission of applications in the online portal.
