Sub: Grievance Redressal mechanism under Indian Footwear and Leather Development Programme (IFLDP)- Reg.

The Department for Promotion of Industry and International Trade (DPIIT), Ministry of Commerce & Industry, Govt. of India is implementing the Central Sector Scheme Indian Leather and Footwear Development Programme (IFLDP) consisting of the following six-sub-schemes with a total outlay of Rs.1700 during the period 2021-2026.

1. Sustainable Technology and Environmental Promotion (STEP)
2. Integrated Development of Leather Sector (IDLS)
3. Brand Promotion of Indian Brands in Leather and Footwear Sector
4. Development of Design Studios in Leather and Footwear Sector
5. Mega Leather, Footwear and Accessories Cluster Development (MLFACD)
6. Establishment of Institutional Facilities (EIF).

Under all the six-Sub schemes, proposals / applications have to be submitted through National Single Window System (NSWS) online portal (https:/www.nsws.gov.in) for availing of the grant. However, in view of limited availability of funds and the short remaining duration of IFLDP i.e 31st March 2026, NSWS portal for IFLDP 2021-26 has been closed on 10.07.2025, and no new applications are being accepted.

Vide reference dated 03.09.2025, the DPIIT, Govt of India has informed that a Video Conference (VC) facility is available on the official site of Department for Promotion of Industry and International Trade (DPIIT) (https://dpiit.gov.in) for existing applicants under IFLDP to raise their grievances / issues. The VC facility is available from Monday to Friday, from 10:00am to 11.00am. The navigation for the mentioned link is as below:

The Project Implementation Units (PIUs) Footwear Design & Development Institute (FDDI) & CSIR-Central Leather Research Institute (CLRI) in respect of IDLS Sub-Scheme would be attending the Video Conference Session to facilitate hand-holding and timely resolution of issues / queries raised. Similarly, National Institute of Design (NID) for the Development of Design Studio sub-scheme, and Indian Institute of Foreign Trade (IIFT) for the Promotion of Indian Brands sub-scheme would also be present in the Video Conference session to interact with those whose projects have already been approved and are currently under implementation.

The CLE would invite the members of the leather and footwear industry (only those who have already submitted their applications in the NSWS online portal) to kindly make use of the Video Conference Session arranged by the DPIIT, Govt of India and attend the online session between 10:00 am to 11:00 am on all working days (Monday to Friday) and raise their grievances / issues if any with the authorities concerned.

प्रिय महोदय/महोदया,

विषय: भारतीय पादुका और चर्म विकास कार्यक्रम (आईएफएलडीपी) के तहत शिकायत निवारण तंत्र – के संबंध में।

उद्योग और अंतर्राष्ट्रीय व्यापार संवर्धन विभाग (डीपीआईआईटी), वाणिज्य और उद्योग मंत्रालय, भारत सरकार केंद्रीय क्षेत्र योजना भारतीय चर्म और पादुका विकास कार्यक्रम (आईएफएलडीपी) को कार्यान्वित कर रही है,
जिसमें 2021-2026 की अवधि के दौरान 1700 करोड़ रुपये के कुल परिव्यय के साथ निम्नलिखित छह उप-योजनाएँ शामिल हैं।

1. सतत प्रौद्योगिकी और पर्यावरण संवर्धन (STEP)
2. चर्म क्षेत्र का एकीकृत विकास (IDLS)
3. चर्म और पादुका क्षेत्र में भारतीय ब्रांडों का ब्रांड प्रचार
4. चर्म और पादुका क्षेत्र में डिज़ाइन स्टूडियो का विकास
5. मेगा चर्म, पादुका और सहायक उपकरण क्लस्टर विकास (MLFACD)
6. संस्थागत सुविधाओं की स्थापना (EIF)।

सभी छह उप-योजनाओं के अंतर्गत, अनुदान प्राप्त करने के लिए प्रस्ताव/आवेदन राष्ट्रीय एकल खिड़की प्रणाली (एनएसडब्ल्यूएस) के ऑनलाइन पोर्टल (https:/www.nsws.gov.in) के माध्यम से प्रस्तुत किए जाने हैं। हालाँकि, धन की सीमित उपलब्धता और
आईएफएलडीपी की शेष अवधि (31 मार्च 2026) कम होने के कारण, आईएफएलडीपी 2021-26 के लिए एनएसडब्ल्यूएस पोर्टल 10.07.2025 को बंद कर दिया गया है और कोई भी नया आवेदन स्वीकार नहीं किया जा रहा है।

दिनांक 03.09.2025 के संदर्भ में, भारत सरकार के डीपीआईआईटी ने सूचित किया है कि आईएफएलडीपी के अंतर्गत मौजूदा आवेदकों के लिए उद्योग एवं अंतर्राष्ट्रीय व्यापार संवर्धन विभाग (डीपीआईआईटी) की
आधिकारिक वेबसाइट (https://dpiit.gov.in) पर वीडियो कॉन्फ्रेंस (वीसी) सुविधा उपलब्ध है, ताकि वे अपनी शिकायतें/समस्याएँ दर्ज करा सकें। वीसी सुविधा सोमवार से शुक्रवार, सुबह 10:00 बजे से 11:00 बजे तक उपलब्ध है। उल्लिखित लिंक का नेविगेशन नीचे दिया गया है:

आईडीएलएस उप-योजना के संबंध में परियोजना कार्यान्वयन इकाइयां (पीआईयू) पादुका डिजाइन एवं विकास संस्थान (एफडीडीआई) और सीएसआईआर-केंद्रीय चर्म अनुसंधान संस्थान (सीएलआरआई) उठाए गए मुद्दों/प्रश्नों का समय पर समाधान करने और सहायता प्रदान करने के लिए वीडियो कॉन्फ्रेंस सत्र में भाग लेंगे।

इसी प्रकार, डिजाइन स्टूडियो उप-योजना के विकास के लिए नेशनल डिजाइन संस्थान (एनआईडी) और भारतीय ब्रांड उप-योजना के संवर्धन के लिए भारतीय विदेश व्यापार संस्थान (आईआईएफटी) भी वीडियो कॉन्फ्रेंस सत्र में उपस्थित रहेंगे और उन लोगों के साथ बातचीत करेंगे जिनकी
परियोजनाएं पहले ही स्वीकृत हो चुकी हैं और वर्तमान में कार्यान्वयन के अधीन हैं।

सीएलई चर्म और पादुका उद्योग के सदस्यों (केवल वे लोग जिन्होंने पहले ही एनएसडब्ल्यूएस ऑनलाइन पोर्टल में अपने आवेदन जमा कर दिए हैं) को आमंत्रित करेगा कि वे डीपीआईआईटी, भारत सरकार द्वारा आयोजित वीडियो कॉन्फ्रेंस सत्र का उपयोग करें और सभी कार्य दिवसों (सोमवार से शुक्रवार)
पर सुबह 10:00 बजे से 11:00 बजे के बीच ऑनलाइन सत्र में भाग लें और संबंधित अधिकारियों के साथ अपनी शिकायतें / मुद्दे यदि कोई हों तो उठाएं।
