Sub : Procedure involved in carrying trade samples to Russia

As you are aware, CLE regularly participates in various leather fairs in Moscow and also organises Buyer Seller Meets in Russia. However, exporters face difficulties in carrying product samples for such trade events in Russia, due to the requirement of presenting an ATA Carnet—a customs document that allows duty-free temporary imports for exhibitions.
Hence, a request was made by CLE that instead of ATA carnet, the letter issued by CLE should be recognised for carrying trade samples to Russia.
During the India Russia Sub-Working Group meeting held on 22.12.2022, the Russian side informed that besides ATA CARNET, samples can also be carried into Russia under Russian customs declaration of exhibition samples as per Union Commission dated 20.05.2010 No.257 and Union Commission No.263 dated 20.05.2021.
Accordingly, CLE requested the Indian Embassy in Moscow to send details. The Embassy has now provided the weblinks for accessing the aforesaid documents.

· It is to be noted that according to the customs legislation of the EAEU and Russia, a goods declaration can be filled out and submitted by either the declarant (the Russian participant of foreign economic activity who concluded a contract with a foreign company) or the authorized customs representative (broker) with whom the declarant has entered into an agreement for providing customs clearance services.
