Quality Control Orders (QCOs) 2024 for Footwear industry, to be implemented from 01.08.2024

Dear Sirs / Madam,
Sub: Quality Control Orders (QCOs) 2024 for Footwear industry, to be implemented from 01.08.2024
As you are kindly aware that Department for Promotion of Industry & Internal Trade (DPIIT), Ministry of Commerce & Industry, Government of India is implementing the Quality Control Orders (QCOs) for Footwear, which has come into effect from 1st June 2022 and 1st July 2023 as detailed below:
- 3 Footwear items of Safety Footwear, Protective Footwear and Occupational Footwear covered under the Personal Protective Equipment-Footwear (Quality Control) Amendment Order, 2021. This came into effect from 1st June 2022.
- 11 Footwear products covered under the Footwear made from Leather and other materials (Quality Control) Order, 2022. This came into effect from 1st July 2023.
- 13 Footwear products covered under the Footwear made from all Rubber and all Polymeric material and its components (Quality Control) Order, 2022. This came into effect from 1st July 2023
In this background, vide Gazette Notification dated 15.03.2024, the DPIIT, Government of India has issued the new Quality Control Orders 2024, in super-session of above mentioned two respective QCOs 2022:
- Footwear made from Leather and other materials (Quality Control) Order, 2024. This will come into force from 1st August 2024. This QCO is for 12 Footwear Products as per List given in the Order.
- Footwear made from all Rubber and all Polymeric material and its components (Quality Control) Order, 2024. This will come into force from 1st August 2024. This QCO is for 08 Footwear Products and 04 items of Outsoles as per List given in the Order.
In respect of the 4 items of Outsoles, these are permitted for import clearance for the purpose of production or assembly of footwear for exports (and not for sale in the domestic market of India). The importer shall obtain a self-declaration certified by the Council for Leather Exports (CLE) and furnish the same to Customs based on which Customs would clear the import consignments. (Please refer to the CLE Circular No. CLE-HO/PTLM/BIS/2023-24 dated 08.09.2023 for operational guidelines and modalities in this regard).
The above two Gazette Notifications and Orders are attached herewith for your perusal and reference.
It is requested that members of the footwear industry kindly take note of the above QCO Orders 2024 and do the needful.
