Sub: Quality Control Orders (QCOs) implementation in the Footwear Sector – Details
This is regarding the Quality Control Orders (QCOs) proposed to be implemented in the footwear sector which will be effective from 1st July 2023 as per the Orders dated 03.06.2022 issued by the Department for Promotion of Industry & Internal Trade (DPIIT), Ministry of Commerce & Industry, Govt. of India.
A ‘Note’ giving details of the Notifications and brief information on the products covered under QCOs, Procedures for filing the application for registration of the notified products, BIS process for grant of License, Testing facilities, and contact details of the BIS offices across the country etc., has been compiled by CLE and the same is attached herewith for reference of the members of Footwear Industry. Apart from the Note, the DPIIT Notifications are also attached for information and reference.
In brief, from 1st July 2023, notified footwear products cannot be sold / traded in domestic market, without a BIS license. The products would have to conform to the specified standards and bear the standard mark under a license from the BIS. The footwear manufacturers dealing in notified footwear products, have to submit their applications for getting the BIS registration/license, in the online portal of BIS www.bis.gov.in
Industry members may kindly take note of the above and get their products registered with the BIS if their operations are coming under the purview of the QCO Notifications.
As intimated to members vide CLE Circular dated 4th May 2023, the CLE is organizing a Webinar on the QCOs for footwear industry, scheduled to be held on 18th May 2023 (Thursday) at 11.30am in which officials of BIS and CLE would be participating and would be explaining QCOs, Procedures and all other aspects would be discussed. Webinar Notice is also hosted in CLE website www.leatherindia.org. You may send your confirmation of participation by email to cle@cleindia.com, dd-p.t@cleindia.com.
It would be the endeavor of the CLE to provide all necessary guidance and hand-holding support to the footwear industry in complying with the directives of QCOs and adhering to the BIS procedures.
