Sub : RBI new regulations on export of goods and services w.e.f. 1.10.26
Dear Member
The Reserve Bank of India has issued a circular No. 20 dated January 16, 2026 stating the following.
The Reserve Bank has comprehensively reviewed the regulations and directions governing export and import of goods and services, under FEMA, 1999, in consultation with stakeholders, and issued Foreign Exchange Management (Export and Import of Goods and Services) Regulations, 2026. The Regulations are intended to promote ease of doing business, especially for small exporters and importers, and to empower authorised dealers to provide quicker and more efficient service to their customers. The Regulations will be effective from October 01, 2026. Accordingly, the instructions contained in these directions will also be effective from the said date.
With effect Oct. 1, 2026, the Master Direction –Export of Goods and Services and Master Direction – Import of Goods and Services and circulars listed at Annex to the said RBI circular No. 20 shall stand superseded

विषय : 01.10.2026 से प्रभावी वस्तुओं एवं सेवाओं के निर्यात संबंधी भारतीय रिज़र्व बैंक के नवीन विनियम।
प्रिय सदस्य,
भारतीय रिज़र्व बैंक द्वारा परिपत्र संख्या 20, दिनांक 16 जनवरी, 2026 के माध्यम से निम्नलिखित अवगत कराया गया है—
भारतीय रिज़र्व बैंक ने विदेशी मुद्रा प्रबंधन अधिनियम, 1999 के अंतर्गत वस्तुओं एवं सेवाओं के निर्यात एवं आयात को विनियमित करने वाले विनियमों एवं निर्देशों की हितधारकों से परामर्श उपरांत व्यापक समीक्षा की है तथा विदेशी मुद्रा प्रबंधन (वस्तुओं एवं सेवाओं का निर्यात एवं आयात) विनियम, 2026 जारी किए हैं। इन विनियमों का उद्देश्य, विशेषकर लघु निर्यातकों एवं आयातकों के लिए व्यवसाय करने में सुगमता को बढ़ावा देना तथा अधिकृत डीलरों को अपने ग्राहकों को अधिक त्वरित एवं प्रभावी सेवाएँ प्रदान करने में सक्षम बनाना है।उक्त विनियम 01 अक्टूबर, 2026 से प्रभावी होंगे। तदनुसार, इन निर्देशों में निहित प्रावधान भी उक्त तिथि से प्रभावी माने जाएंगे।
01 अक्टूबर, 2026 से प्रभावी होते हुए, मास्टर निर्देश – वस्तुओं एवं सेवाओं का निर्यात तथा मास्टर निर्देश – वस्तुओं एवं सेवाओं का आयात, तथा उक्त आरबीआई परिपत्र संख्या 20 के परिशिष्ट में उल्लिखित परिपत्र, अधिलिखित माने जाएंगे।
