Dear Member
Kindly refer to our earlier circular dated 27th May 2025 informing about issuance of DGFT Notification No. 15/2015-20 dated May 26, 2025 , informing about removal of the following with immediate effect.
· Port restrictions on export of finished leather, wet blue leather and EI tanned leather.
· Requirement of drawl of samples for testing and certification by Central Leather Research Institute (CLRI) for export of finished leather, wet blue leather, crust leather and EI tanned leather.
Now, the Central Board of Indirect Taxes and Customs have also issued Customs Instruction No.13/2025- Customs dated 2nd June 2025 (copy enclose) confirming the above removals

Dear Member
As members are aware, as per DGFT Public Notice No. 23 (RE- 2023) dated 13th August 2023 as amended, export consignments of wet blue, EI and finished leathers are subject to testing and certification by CLRI. Also, these leathers are allowed for export only through notified sea ports/ICDs name Chennai, Mumbai, Kolkata, ICD Kanpur, ICD Tughlakabad, ICD Jalandhar, ICD Nagpur and ICD Kheda and all airports.
Considering the huge potential for export of leathers with natural finishes and also to reduce the transaction cost and time, CLE has been requesting the Government to remove the aforesaid testing and certification system for export of leathers and also to clarify that crust leather is allowed for export without any testing or certification.
We are happy to inform that the DGFT has issued Notification No. 15/2015-20 dated May 26, 2025 (copy enclosed), removing the following with immediate effect.
1) Removing the Port restrictions on export of finished leather, wet blue leather and EI tanned leather.
2) Removing requirement of drawl of samples for testing and certification by Central Leather Research Institute (CLRI) for export of finished leather, wet blue leather, crust leather and EI tanned leather.
Members may kindly note the above.
CLE thanks the Ministry of Commerce and Industry, Government of India for the above relaxations. This will enable increase in export of value added leathers from the country in the coming years.
