Sub: Survey on Logistics Ease Across Different States (LEADS) 2025 – Due Date of participation in the survey extended till 15th November 2025
This is further to the CLE Circular dated 29.09.2025 regarding the Survey on Logistics Ease Across Different States (LEADS) 2025 commissioned by Deloitte Touche Tohmatsu India LLP to assess the logistics efficiency in the country, and towards this, industry (as users of import / export logistics) was requested to take part in the ‘Perception Survey’ and provide their inputs by participating in the online survey. The due date for the survey was earlier mentioned as on or before 10th October 2025. The PDF File on the Survey Questionnaire and online link for take part in the survey was given in the said CLE Circular.
In this background, the CLE has now received intimation from the Deloitte Touche Tohmatsu India LLP wherein they have informed that the last date for submission of perception data for LEADS 2025 has been extended to 15.11.2025.
In view of importance of the LEADS Survey being undertaken now, the CLE will once again request the industry members to kindly participate in the survey and submit responses online in the Survey Link: https://voicefunnel.deloitte.com/participant/DPIIT, on or before 15th November 2025.
Once you participated in the survey, kindly do intimate the CLE of the same for our records.

विषय: विभिन्न राज्यों में रसद सुगमता पर सर्वेक्षण (नेतृत्व) 2025 – सर्वेक्षण में भाग लेने की अंतिम तिथि 15 नवंबर 2025 तक बढ़ा दी गई है।
यह 29.09.2025 के सीएलई परिपत्र के अतिरिक्त है, जो विभिन्न राज्यों में लॉजिस्टिक्स सुगमता सर्वेक्षण (नेतृत्व) 2025 से संबंधित है। यह सर्वेक्षण देश में लॉजिस्टिक्स दक्षता का आकलन करने के लिए डेलॉइट टच तोमात्सु इंडिया एलएलपी द्वारा किया गया था। इस संबंध में, उद्योग जगत (आयात/निर्यात लॉजिस्टिक्स के उपयोगकर्ता के रूप में) से ‘धारणा सर्वेक्षण’ में भाग लेने और ऑनलाइन सर्वेक्षण में भाग लेकर अपने इनपुट प्रदान करने का अनुरोध किया गया था। सर्वेक्षण की नियत तिथि पहले 10 अक्टूबर 2025 या उससे पहले बताई गई थी। सर्वेक्षण प्रश्नावली की पीडीएफ फाइल और सर्वेक्षण में भाग लेने के लिए ऑनलाइन लिंक उक्त सीएलई परिपत्र में दिया गया था।
इस पृष्ठभूमि में, सीएलई को अब डेलॉइट टच तोहमात्सु इंडिया एलएलपी से सूचना मिली है जिसमें उन्होंने बताया है कि नेतृत्व 2025 के लिए धारणा डेटा जमा करने की अंतिम तिथि 15.11.2025 तक बढ़ा दी गई है।
वर्तमान में किए जा रहे नेतृत्व सर्वेक्षण के महत्व को देखते हुए, सीएलई एक बार फिर उद्योग के सदस्यों से अनुरोध करता है कि वे सर्वेक्षण में भाग लें और 15 नवंबर 2025 तक या उससे पहले सर्वेक्षण लिंक https://voicefunnel.deloitte.com/participant/DPIIT पर ऑनलाइन प्रतिक्रियाएँ जमा करें।

Sub: Survey on Logistics Ease Across Different States (LEADS) 2025
The Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry, Government of India, is conducting the annual Logistics Ease Across Different States (LEADS) Survey 2025 to assess the logistics performance of all States and Union Territories. In this regard, DPIIT, Govt of India has commissioned Deloitte Touche Tohmatsu India LLP for the 7th edition of LEADS pan-India survey to assess the logistics efficiency. The survey would comprise the following two components:
- Perception Survey– Capturing insights from logistics stakeholders such as traders, shippers, exporters/importers, freight forwarders, transporters, logistics service providers, and terminal operators.
Objective Survey- collecting data from Central and State Government departments across two key indicators, Regulatory and Institutional Support and Logistics Enablers.
The assessment is carried out through an online survey. The survey link is https://voicefunneluat.deloitte.com/participant/DPIIT

The survey questionnaire has been obtained from Deloitte and the PDF file is attached herewith which lists out the various information that are being sought in the Survey. The PDF version of the survey questionnaire would be useful to the participants to prepare themselves on the various questions asked, and thereafter visit the survey link and take part in the survey.
Interested members who wants to participate in this Survey may submit their responses online through the survey link provided above, on or before 10th October 2025.

विषय: विभिन्न राज्यों में रसद सुगमता पर सर्वेक्षण ( एलईएडीएस ) 2025
भारत सरकार के वाणिज्य एवं उद्योग मंत्रालय के अंतर्गत उद्योग एवं आंतरिक व्यापार संवर्धन विभाग (डीपीआईआईटी) सभी राज्यों और केंद्र शासित प्रदेशों के रसद प्रदर्शन का आकलन करने के लिए विभिन्न राज्यों में रसद सुगमता (एलईएडीएस) सर्वेक्षण 2025 का वार्षिक आयोजन कर रहा है। इस संबंध में, भारत सरकार के डीपीआईआईटी ने रसद दक्षता का आकलन करने के लिए लीड्स (एलईएडीएस) अखिल भारतीय सर्वेक्षण के सातवें संस्करण के लिए डेलॉइट टूश तोहमात्सु इंडिया एलएलपी को नियुक्त किया है। इस सर्वेक्षण में निम्नलिखित दो घटक शामिल होंगे:
- अवधारणा सर्वेक्षण – व्यापारियों, वाहक, निर्यातकों/आयातकों, माल भाड़ा अग्रेषणकर्ताओं, ट्रांसपोर्टरों, रसद सेवा प्रदाताओं और टर्मिनल ऑपरेटरों जैसे रसद हितधारकों से जानकारी प्राप्त करना।
- वस्तुनिष्ठ सर्वेक्षण – दो प्रमुख संकेतकों, नियामक और संस्थागत समर्थन और रसद सक्षमकर्ताओं के आधार पर केंद्र और राज्य सरकार के विभागों से विवरण एकत्र करना।
यह मूल्यांकन एक ऑनलाइन सर्वेक्षण के माध्यम से किया जाता है। सर्वेक्षण लिंक https://voicefunneluat.deloitte.com/participant/DPIIT है।
क्यू आर संहिता –
सर्वेक्षण प्रश्नावली डेलोइट से प्राप्त की गई है और पीडीएफ फाइल इसके साथ संलग्न है जिसमें सर्वेक्षण में मांगी गई विभिन्न जानकारियां सूचीबद्ध हैं। सर्वेक्षण प्रश्नावली का पीडीएफ संस्करण प्रतिभागियों के लिए उपयोगी होगा, ताकि वे पूछे गए विभिन्न प्रश्नों पर स्वयं को तैयार कर सकें, तथा उसके बाद सर्वेक्षण लिंक पर जाकर सर्वेक्षण में भाग ले सकें।
इस सर्वेक्षण में भाग लेने के इच्छुक सदस्य 10 अक्टूबर 2025 तक या उससे पहले ऊपर दिए गए सर्वेक्षण लिंक के माध्यम से अपनी प्रतिक्रियाएं ऑनलाइन प्रस्तुत कर सकते हैं।
