This is in continuation to our earlier circular of Sept.5, 2013 on the above subject. Bureau Veritas Consumer Products Services, Bangalore have now informed that they can organize free collection of samples from the following locations also towards SVHC testing under REACH.
Locations from where free collection of samples can be organized by Bureau Veritas :
Noida, Gurgaon, New Delhi, Agra, Kanpur, Panipat, Ludhiana, Kolkata, Mumbai, Chennai, Bangalore, Ambur, Vaniyambadi, Ranipet, Vellore and Tirupur.

Dear Member,
As members are kindly aware, REACH (Registration, Evaluation, Authorization and Restrictions of Chemicals) is a European Union (EU) Regulation which restricts the usage of certain notified chemicals in the products sold in EU countries. The Regulation/Directive came into force on 1st June 2007 to streamline and coalease various regulations on chemicals of the European Union (EU). REACH is a dynamic regulation that places onus on the industry to manage the risks that chemicals may pose to the health and the environment. Under REACH, there are two lists namely Substances of Very High Concern (SVHC) which are listed in Annexure XIV and Restricted Substances List (RSL) listed in Annexure XVII. Prescribed SVHC limits under REACH are 0.1% per article weight and for RSL different limits exist for different chemicals. For REACH compliance of articles, both SVHC and RSL must be complied.
If SVHC is present in articles above 0.1% limit, the information must be given to the buyers (SVHC name, safe use information and amount of SVHC in shipment) under Article 33 norms. However, in the case of RSL chemicals, it has been categorically specified that no shipment can happen, if the chemicals are above limits.
SVHC Candidate List has undergone several updates since inception. As of now, 144 items have been added under SVHC list (LIST ENCLOSED). With the objective of providing competitive costs for SVHC testing for leather, leather products and footwear, the Council had called for quotations from testing agencies. In response, 4 agencies have agreed to provide REACH testing for 144 SVHC at a total price of Rs.22,990 + taxes per product, subject to the following terms.

Members may please note that CLE has taken this initiative with the objective of providing competitive prices for testing of SVHC substances under REACH. However, CLE is not responsible for the technical parameters of the testing or outcome of the testing. This is for your information.
