To: All Members of the CLE

Dear Sir(s),

Sub:  Atmanirbhar Bharat initiative – Registration in the ASEEM Portal

This is to inform that Ministry of Skill Development & Entrepreneurship; Government of India has launched an Atmanirbhar Skilled Employee Employer Mapping (ASEEM) Portal which is a Skill Management Information System acts as a directory of skilled workforce, with an objective to provide a platform that matches supply of skilled workforce with the market demand, thereby facilitating better livelihood opportunities. ASEEM Portal will enable employers to select from a registry of skilled employees. The portal is hosted in https://smis.nsdcindia.org/. To meet the skilled manpower required, employers have been requested to visit the National Qualification Register (NQR) www.nqr.gov.in and see the availability of Job Roles for which manpower may be available.

Under Integrated Development of Leather Sector (IDLS) sub-scheme of Indian Footwear, Leather & Accessories Development Programme (IFLADP), employment generation is mandatory under capacity expansion and setting up of new unit. Moreover, employment details are also being provided under Modernization and technology upgradation of industrial units. In this regard, the Department for Promotion of Industry & Internal Trade (DPIIT), Government of India has now taken a decision that the training partners availing assistance under HRD sub-scheme and employers (manufacturing units) availing assistance under IDLS sub-scheme are required to get registered on ASEEM portal for promoting Atmanirbhar Bharat initiative. Employment generation leading to requirement of skilled manpower under IDLS sub-scheme, must be linked to the skilled manpower being produced under HRD sub-scheme of IFLADP

The DPIIT has requested the CLE to circulate the above decision to the industrial units for complying to these directions. As desired by the DPIIT, the CLE has issued this circular to disseminate the information amongst the industrial units.

The CLE would request the members to kindly take note of the above directives of DPIIT, Government of India and take necessary action to comply. A ‘video film tutorial’ demonstrating the process of registration and its workings is available in the link: https://youtu.be/K3mkd5bKNoY

For any further clarifications you may require, you may kindly contact the CLE offices for necessary guidance and advisory support.

With warm regards,

SELVAM, IAS
