Sub: IDLS Scheme 2017-2020 – Applications are invited in the Online Portal

As you are kindly aware, one of the sub-schemes of the Indian Footwear, Leather & Accessories Development programme (IFLADP) is IDLS Scheme, which proposes to incentivize investment and manufacturing including job creation by providing back end investment grant/ subsidy @ 30% of the cost of new plant and machinery to Micro, Small and Medium Enterprises (MSMEs) and @ 20% of the cost of plant and machinery to other units for modernization/technology upgradation and/or expansion of existing units and also for setting up a new unit, subject to a ceiling of Rs.3 Crores per product line. All existing units in the Leather, Footwear and Accessories industry having cash profits for 2 years, undertaking viable and bankable programmes on technology up-gradation on or after 1st January, 2016 are eligible for assistance.

The applications have to be filed online in the “Centralized Project Monitoring System (CPMS) – Online Portal, which is available in https://www.idls.fddiindia.com/. The online portal can also be accessed through CLE website also www.leatherindia.org. Please refer to the CLE Circular dated 02.04.2018 in which these details were informed.

In this regard, we wish to inform you that applications are invited in the online portal from the eligible units as per the Scheme Guidelines and instruction manual. In case units are facing any problems / hurdles in submission of their applications in the online portal or they seek any guidance and assistance, they may approach nearest CLE office and the CLE would provide necessary guidance to the units. In case of any major operational issues or problems which are to be attended at the level of DIPP or PIUs , the CLE would take up the matter with them. Those units who have earlier submitted applications under IDLS Scheme for XII Plan (submitted till 31.03.2017 with PIUs) and whose applications were returned back by the PIUs due to expiry of the XII Plan period, they may apply online for those machinery purchased on or after 01.01.2016 in online portal along with other machinery subsequently purchased. (However, they cannot apply for machines which are purchased before 01.01.2016. The CLE has already represented this issue to the DIPP, on which no decision has been taken so far by DIPP. However, CLE continues to pursue with DIPP. This is for your information)

The Council being the Facilitation Agency for IDLS Scheme, is organizing “Open House Meeting” exclusively for IDLS Scheme, every Wednesday between 10.30am and 1.00pm, at all the offices of CLE at Chennai, Kanpur, Kolkata, Mumbai, New Delhi, Agra & Jalandhar, and members are requested to attend these Open House Meets and avail guidance for submission of online application. Apart from this, members may also approach CLE offices on day-to-day basis for guidance regarding their filing of application in the CPMS / online portal. The CLE has already organized Workshops in Chennai, Agra and Kolkata, and will organize shortly in other clusters also. You may make use of these CLE platforms.

Since the IDLS Scheme is already operational and sanctioned outlay for the scheme has to be utilized, we hereby request the members to take steps to submit their applications online in CPMS portal, to seek grant under IDLS Scheme.
