Sub : Merchandise Exports from India Scheme (MEIS) – Directives for processing of applications

Dear Member,

Please find enclosed the DGFT Public Notice No.62/2015-2020 dated 16th Feb 2018 (copy enclosed) regarding Directives for processing of application for Merchandise Exports from India Scheme (MEIS) claims under Foreign Trade Policy 2015-20. The following are the highlights of the aforesaid Public Notice

– In respect of the ITC (HS) Codes specified in Annexure to the Public Notice (including the following leather products and footwear), Regional Authority (RA) (of DGFT) shall continue to process the applications for MEIS claim after matching the description as well in the Shipping Bill with Export Product Description in Table 2 of Appendix 3B.

– Except for the ITC(HS) Codes specified in Annexure to this Public Notice, for all other notified ITC(HS) Codes in Table 2 of Appendix 3B of HBP, Regional Authority (RA) shall process applications for MEIS claim only on the basis of ITC(HS) Code as specified in the Shipping bill.

The aforementioned Public Notice also states that the directives in the Public Notice shall be followed for all applications which have not been finalised (finalsed would mean either the scrip has been granted or applications in which DGFT HQs or the Regional Authorities have already rejected a claim) as on date of issue of the Public Notice. Thus, past cases which have been decided will not be re-assessed based on the directives of the Public Notice.
