Sub: Integrated Development of Leather Sector (IDLS) Scheme – Tracking Software developed for the scheme – reg.

As you are aware, the CLE was designated as Facilitation Agency for the IDLS Scheme from April 2009, with the overall objective to promote the scheme amongst the members of the leather industry, facilitate and coordinate with members and all the agencies that are part of the scheme namely CLRI, FDDI, SIDBI and DIPP. As a Facilitating Agency, the CLE has been helping and guiding the industry in filing applications, and undertake preliminary scrutiny of the applications before submitting to the CLRI and FDDI for Technical Evaluation. The Council is also liaising with all the agencies including with SIDBI, and keep a database applications received at its offices.

As part of the Facilitation agency role, as per decision taken by the DIPP, an initiative was taken to develop the Tracking Software for the IDLS Scheme. The software has been designed such that the CLRI, FDDI, SIDBI, DIPP and CLE will be able to enter their respective databases and it will be possible to generate Reports on the investments made in leather industry, utilization of the scheme in terms of SSI or Non-SSI units, investments grant released, state wise utilization and many other such Reports. The software also has provision for the applicants to see the status of their applications by feeding the Registration Number allotted by CLRI / FDDI or the Reference Number given by CLE.

The Council has organized series of workshops with participation of stakeholder agencies to frame the software, and coordinated with FDDI, CLRI and SIDBI in regard to application databases from Nov 3, 2005 onwards till the approvals granted in the Steering Committee Meeting held during Aug 2010.

Each agency has entered their respective database in the Tracking Software, and following database is appearing in the software:

  • 1020 applications of tanning sector for the period Nov 2005 to Aug 2010 entered by the CLRI.
  • 1108 applications of leather product segment were entered for the period Nov 2005 to Aug 2010 by the FDDI.
  • 134 applications of both tanning and leather product segments were entered by CLE, which were received from April 2009 to May 2011.

We are now happy to inform you that the Tracking Software for IDLS Scheme was launched / made operational on 28th June 2011 by Shri Chaitanya Prasad, Joint Secretary, Department of Industrial Policy & Promotion, Ministry of Commerce & Industry, Govt. of India. To begin with, the software is being tested on trial basis, and further improvements and rectification of database will be carried out from time to time by the agencies concerned. The Tracking software has been hosted in the CLE website www.leatherindia.org, which can be accessed from the homepage itself.

A User Manual is attached herewith, which explains the steps involved in the browsing the Tracking Software. You may kindly go through the Disclaimer given in the website, which is self explanatory.

Members, who have submitted their applications / availed the assistance under IDLS Scheme in the past, may like to browse the Tracking Software by feeding their Registration Numbers given by CLRI/FDDI (and also by feeding the CLE Reference Number if applications were submitted to CLE office and you are yet to be allotted the Registration Number by CLRI/ FDDI).

You may bring to the notice of CLRI/FDDI /SIDBI any discrepancy you notice in respect of your data, under copy to the CLE, by e mail, as per the following details:
