Sub:   Integrated Development of Leather Sector (IDLS) Sub-Scheme under Indian Footwear & Leather Development Programme (IFLDP) 2021-26

As you are kindly aware that CLE has issued the circular dated 12.05.2022 informing about the operationalization of the online portal in the National Single Window System, and the application form was activated, and applications are invited in the online portal seeking funding support under IDLS Scheme.

In this connection, we now wish to inform that the Department for Promotion of Industry & Internal Trade (DPIIT), Government of India has approved the (1) List of Machinery eligible for funding support; (2) Criteria for demonstrable increase in the employment generation; and (3) Criteria for demonstrable increase in the production capacity under the Integrated Development of Leather Sector (IDLS) Scheme. These are outlined below:

(1) List of Machinery eligible for funding support under IDLS Scheme:

It may be recalled that a total of 529 machinery for various product segments were eligible for funding support under the previous IDLS Scheme, and the same list has been approved for funding support under the current IDLS Scheme 2021-26. Further, another 145 machinery for various product segments have now been approved which are eligible for grant under IDLS Scheme 2021-26. As such, a total of 674 machinery is now eligible for grant under IDLS Scheme 2021-26. The approved list of machinery has been hosted in online portal – National Single Window System (NSWS). (2) Criteria for Demonstrable increase in employment generation under IDLS Scheme:

Minimum 125 new jobs for every Rs.1 Crore investment in Footwear Unit or on pro rata basis depending upon the level of investment
Minimum 125 new jobs for every Rs.1 crore investment in Leather Garments / Saddlery Unit or on pro rata basis depending upon the level of investment
Minimum 175 new jobs for every Rs.5 crore investment in Tannery Unit or on pro rata basis depending upon the level of investment
Minimum 75 new jobs for every Rs.1 crore investment in Component / Accessory Unit or on pro rata basis depending upon the level of investment

(3) Criteria for Demonstrable increase in production capacity under IDLS Scheme:

All Units involved in Leather and Footwear Sector The 5% growth would be calculated based on ‘production before installation’ and ‘production after installation’ of machines as per prescribed format (Format Attached)

The above two criteria would be applicable to all categories of units(applications). Hence, the units shall comply anyone of the above criteria i.e., either employment generation or production capacity.

The DPIIT, Government of India has hosted the above two approved criteria in the National Single Window System online portal for information of applicant units
