Subject: TRACE Component under Export Promotion Mission (EPM) – Request for Members’ Inputs on Additional Testing, Inspection and Certification Requirements in the Leather and Footwear Sector – Reg.
This is in continuation to CLE circular dated 16.07.2026 regarding amendment made in the Trade Regulations, Accreditation and Compliance Enablement (TRACE) component under the Export Promotion Mission (EPM) which provides support for eligible testing, inspection and certification/compliance requirements, subject to the applicable guidelines and conditions.
DGFT, vide Trade Notice No. 09/2026-27 dated 01 July 2026, has notified a consolidated list of 462 eligible Testing, Inspections and Certifications under TRACE (Annexure-I) component. A copy of the said new Trade Notice along with the applicable TRACE Scheme Guidelines, is enclosed herewith for ready reference. The list of eligible Testing, Inspections and Certifications is dynamic and may be reviewed from time to time for inclusion, revision or deletion of entries, based on stakeholder consultations, developments in international standards and trade-facilitation considerations.
In this regard, we seek your specific recommendations for additional testing, inspection, certification and other compliance requirements relevant to the Leather & Footwear sector which are not covered in the existing 462-entry list.

Justification for inclusion under TRACE
Members may also indicate where an existing entry in the 462-entry list has generic product coverage and requires specific clarification or inclusion of leather, footwear, leather goods, components or allied products.
Members are requested to furnish practical and evidence-based recommendations, particularly those involving actual export-market requirements and recurring compliance expenditure.
The inputs received will be consolidated by CLE for submission to Directorate General of Foreign Trade (DGFT) for consideration as deem appropriate.

यह परिपत्र 16.07.2026 के सीएलई परिपत्र के क्रम में है, जिसमें निर्यात संवर्धन मिशन के अंतर्गत व्यापार नियम, मान्यता और अनुपालन सक्षमता (ट्रेस) घटक में किए गए संशोधन के संबंध में जानकारी दी गई थी। ट्रेस घटक के अंतर्गत लागू दिशा-निर्देशों एवं शर्तों के अधीन पात्र परीक्षण, निरीक्षण तथा प्रमाणन/अनुपालन संबंधी आवश्यकताओं के लिए सहायता प्रदान की जाती है।
विदेश व्यापार महानिदेशालय ने 01 जुलाई, 2026 के व्यापार सूचना संख्या 09/2026-27 के माध्यम से ट्रेस के 462 पात्र परीक्षण, निरीक्षण एवं प्रमाणन की समेकित सूची (अनुलग्नक-I) अधिसूचित की है। उक्त नई व्यापार सूचना तथा लागू ट्रेस योजना दिशा-निर्देशों की प्रति सदस्यों के संदर्भ हेतु संलग्न है।
पात्र परीक्षण, निरीक्षण एवं प्रमाणन की यह सूची गतिशील है तथा हितधारकों के परामर्श, अंतरराष्ट्रीय मानकों में विकास एवं व्यापार सुविधा संबंधी आवश्यकताओं के आधार पर समय-समय पर इसमें नई प्रविष्टियों को शामिल करने, संशोधन करने अथवा प्रविष्टियों को हटाने हेतु समीक्षा की जा सकती है।
इस संबंध में, हम चर्म एवं पादुका क्षेत्र से संबंधित ऐसे अतिरिक्त परीक्षण, निरीक्षण, प्रमाणन एवं अन्य अनुपालन आवश्यकताओं के संबंध में आपके विशिष्ट सुझाव आमंत्रित करते हैं, जो वर्तमान 462 प्रविष्टियों की सूची में शामिल नहीं हैं।

सदस्य यह भी इंगित कर सकते हैं कि 462 प्रविष्टियों की मौजूदा सूची में किसी प्रविष्टि के अंतर्गत उत्पादों का सामान्य उल्लेख है तथा उसमें चर्म, पादुका, चर्म उत्पाद, अवयव अथवा संबद्ध उत्पादों को विशेष रूप से स्पष्ट करने या शामिल करने की आवश्यकता है।
सदस्यों से अनुरोध है कि वे व्यावहारिक एवं प्रमाण-आधारित सुझाव प्रस्तुत करें, विशेष रूप से ऐसे सुझाव जिनमें वास्तविक निर्यात बाजार की आवश्यकताएं तथा बार-बार होने वाला अनुपालन व्यय शामिल हो।
प्राप्त सुझावों को सीएलई द्वारा समेकित कर विदेश व्यापार महानिदेशालय को विचारार्थ प्रस्तुत किया जाएगा।
