Dear Member,

SUB : DUTY FREE IMPORT SCHEME (DFIS) – INTIMATION OF APPLICATION FOR EXPORT PERFORMANCE CERTIFICATE (EPC) AND IMPORT CERTIFICATE (IC) – TO BE EFFECTIVE FROM 1ST APRIL 2010 – REG.

As the members are aware that the new financial year 2010-11 will be beginning from the April 1, 2010 and the members who are availing 3% DFIS of the Government of India for which CLE is the implementing agency have to apply for new Export Performance Certificate. We would like to inform the members that there is no change in the application form or the guidelines of the scheme and the same will be the same like last year. The guidelines is appended below and the format of EPC & IC is attached herewith.

Guidelines for Availing for the DFI Scheme:

As per Customs Notification No.21/2002-Customs dated March 1, 2002, as amended from time to time, Manufacturer Exporters of *Leather Garments *Leather Goods *Leather Gloves *Leather Footwear *Footwear Components and *Saddlery & Harness registered with the Council for Leather Exports (CLE) are eligible to avail the facility of the Duty Free Import Scheme (DFIS) from CLE, by which they will be entitled to import, free of Duty certain specified inputs up to a value of 3% of the FOB Export Value realized the previous financial year.

FOB Export value will be considered only to the extent of the export of goods manufactured & exported by the member-exporter under consideration. Any turnover accruing from trading operations cannot be included in the ‘Export Performance’ to be considered for availing 3% Duty Free Import.

For availing the Export Performance Certificate, the member-exporter has to submit to the Council in soft copy, the details of their export realization by giving the Invoice Number & Date, Product Exported, Realized Amount & Date of Realization, and Bank Details in Excel Sheets either via e-mail or in CD format. This is in addition to submitting the Hard Copy duly signed by the Exporter and countersigned by the Banker and Charted Accountant (for EPC Application) to the respective Regional Offices of the Council.

The Value of the Export Performance Certificate for a particular product category for any single member-exporter can be revised only once during the financial year.

To avail Import Certificates (IC), the previous IC duly customs-endorsed has to be returned to the Council. Non-surrender of previous IC will entail non-issue of subsequent IC.
