Sub: MIDC proposes to establish Leather, Footwear & Accessories Cluster at Khardi,Thane District, Maharashtra – Submission of Expression of Interest (EOI) – reg.
The Maharashtra Industrial Development Corporation (MIDC) is developing a state-of-the-art Leather, Non-Leather Footwear & Accessories Cluster at Khardi, District Thane on 150 acres of Land on 95 years lease. The proposed cluster enjoys excellent connectivity – Khardi railway station is located just 4 km from the site, and Mumbai is only a 1 hour 30-minute drive away. Nhava Sheva Port is also within similar distance. With the ongoing construction of a six-lane road, travel time to Mumbai, as well as Nhava Sheva Port will be further reduced, significantly enhancing logistics efficiency.
This integrated industrial park will offer world-class infrastructure, strategic connectivity to ports, airports, and railway stations, and unmatched policy incentives. The original land cost with basic infrastructure is valued at ₹2.40 crore per acre; however, the Government of Maharashtra is offering it at ₹1.14 crore per acre an unprecedented discount of nearly 60% making this a highly attractive investment opportunity.
In addition, the Maharashtra Leather & Footwear Policy 2025 scheduled for approval by mid-September offers benefits unmatched by any other state, including:
• Capital Subsidy – up to 120% of Fixed Capital Investment under Special Incentives for Integrated Parks
• Interest Subvention for working capital and term loans
• Production Linked Incentives (PLI)
• Employment-linked subsidies
• Reimbursement for participation in international fairs & trade shows
• Stamp Duty and Electricity Duty exemptions
• Power tariff subsidies
• Export promotion support and global market access initiatives
To strengthen the investment ecosystem further, the Government of Maharashtra will also develop world-class common infrastructure in the cluster, including:
• Common Facility Centre (CFC) with CAD/CAM, testing labs, incubation & prototyping
• Design Studio for product innovation, trend forecasting, and brand development
• Skill Development Centre for workforce training and certification
• CFTI Chennai’s Extension Centre proposed for specialized footwear training & R&D
We believe this is a once-in-a-generation opportunity to invest in a cluster that combines premium infrastructure, substantial cost advantages, and long-term policy support. We invite you to express your interest in securing land or plug-and-play (Only for 1000 sft Galas) manufacturing units within this cluster.
Kindly find enclosed the Expression of Interest (EOI) format for your consideration.
Steps to Submit the EOI Application: –
(a) The cost of land will be ₹1.14 crore per acre plus ₹3 lakh per acre towards SPV charges, Total 1.17 crore per acre.
(b) Allotment recommendation will be made by the SPV to the MIDC on a first-come, first-served basis.
(c) The EOI must be submitted along with a non-refundable cheque of:
a) ₹2,00,000 per acre for EOIs of more than 1 acre, or
b) ₹1,00,000 per application for EOIs of less than 1 acre.
=> The cheque should be drawn in favour of “Council for Leather Exports” and submitted to the CLE Mumbai office.
=> The last date for submitting the EOI is 11th September 2025. However, it is preferred that applications be received within 7 days of receipt of this circular, as there is significant demand from the domestic industry. Our first priority is to establish an export-oriented park with all exporters under one roof; however, in the event of receiving a limited number of applications, the opportunity will be opened to the domestic industry after the initial 7-day period.
=> A scanned copy of the EOI should be emailed to cleb@cleindia.com with a copy to CLE HO at cle@cleindia.com
Some salient features to keep in mind while submitting your EOI Application:
1. The minimum plot allotment will be 0.25 Acres with priority for plot size of above 1 acre.
2. While this project is being sanctioned as an Export Park, we have negotiated with the Government to allow all our ancillary industries as well as domestic footwear producers as well.
3. MIDC foresees the ability to provide us the land on Ready to Begin Construction Basis, i.e. Water, Power, Construction Quality Roads between March’ 26 to June ’26 with completion of all Roads, Sewage and other Facilities before End 2026.
4. As per MIDC rules, in case an allottee does not construction at least 40% of the Plot area and commence operations within 2 years, MIDC shall be entitled to take back the plot and re-allot the same. We have negotiated with MIDC to increase this period to 3 years.
5. The plots will be allotted on lease basis for 95 years period.

विषय: एमआईडीसी महाराष्ट्र के ठाणे जिले के खरदी में चर्म, पादुकाऔर सहायक उपकरण क्लस्टर स्थापित करने का प्रस्ताव रखI है – रुचि की अभिव्यक्ति (ईओआई) प्रस्तुत करना – के संबंध में।
महाराष्ट्र औद्योगिक विकास निगम (एमआईडीसी) ठाणे जिले के खर्डी में 150 एकड़ ज़मीन पर 95 साल के पट्टे पर एक अत्याधुनिक चर्म, गैर-चर्म पादुका और सहायक उपकरण क्लस्टर विकसित कर रहा है। प्रस्तावित क्लस्टर की कनेक्टिविटी बेहतरीन है – खर्डी रेलवे स्टेशन यहाँ से सिर्फ़ 4 किमी दूर है, और मुंबई केवल 1 घंटा 30 मिनट की यात्रा पर है। न्हावा शेवा बंदरगाह भी इतनी ही दूरी पर है। छह पथ वाली सड़क के निर्माण कार्य के साथ, मुंबई और न्हावा शेवा बंदरगाह तक यात्रा का समय और कम हो जाएगा, जिससे रसद दक्षता में उल्लेखनीय वृद्धि होगी।
यह एकीकृत औद्योगिक पार्क विश्वस्तरीय बुनियादी ढाँचा, बंदरगाहों, हवाई अड्डों और रेलवे स्टेशनों से रणनीतिक संपर्क और बेजोड़ नीतिगत प्रोत्साहन प्रदान करेगा। बुनियादी ढाँचे सहित मूल भूमि की कीमत ₹2.40 करोड़ प्रति एकड़ आंकी गई है; हालाँकि, महाराष्ट्र सरकार इसे ₹1.14 करोड़ प्रति एकड़ की दर से पेश कर रही है—लगभग 60% की अभूतपूर्व छूट—जो इसे एक बेहद आकर्षक निवेश अवसर बनाती है।

• निर्यात प्रोत्साहन सहायता और वैश्विक बाज़ार पहुँच पहलनिवेश पारिस्थितिकी तंत्र को और मज़बूत करने के लिए, महाराष्ट्र सरकार क्लस्टर में विश्व स्तरीय साझा बुनियादी ढाँचा भी विकसित करेगी, जिसमें शामिल हैं: - सीएडी/सीएएम के साथ साझा सुविधा केंद्र (सीएफसी), परीक्षण प्रयोगशालाएँ, इनक्यूबेशन और प्रोटोटाइपिंग
• उत्पाद नवाचार, रुझान पूर्वानुमान और ब्रांड विकास के लिए डिज़ाइन स्टूडियो
• कार्यबल प्रशिक्षण और प्रमाणन के लिए कौशल विकास केंद्र
• सीएफटीआए चेन्नई विशेष पादुका प्रशिक्षण एवं अनुसंधान एवं विकास के लिए 2 एकड़ भूमि पर विस्तार केंद्र
• क्लस्टर के भीतर प्रस्तावित एफडीडीआई परिसर, कौशल और डिज़ाइन क्षमताओं को और बढ़ाने के लिए वर्तमान में विचाराधीन है।
हमारा मानना है कि यह एक ऐसे क्लस्टर में निवेश करने का एक पीढ़ी में एक बार मिलने वाला अवसर है, जिसमें प्रीमियम बुनियादी ढांचे, पर्याप्त लागत लाभ और दीर्घकालिक नीति समर्थन का संयोजन है।
हम आपको इस क्लस्टर के भीतर भूमि या प्लग-एंड-प्ले (केवल 1000 वर्ग फीट गैला के लिए) विनिर्माण इकाइयों को सुरक्षित करने में अपनी रुचि व्यक्त करने के लिए आमंत्रित करते हैं।
कृपया आपके विचारार्थ अभिरुचि की अभिव्यक्ति (ईओआई) प्रारूप संलग्न पाएं।
आवेदन जमा करने के चरण:-
(क) भूमि की लागत ₹1.14 करोड़ प्रति एकड़ होगी, साथ ही एसपीवी शुल्क के रूप में ₹3 लाख प्रति एकड़, कुल ₹1.17 करोड़ प्रति एकड़।
(ख) एसपीवी द्वारा एमआईडीसी को आवंटन की अनुशंसा पहले आओ, पहले पाओ के आधार पर की जाएगी।
(ग) ईओआई के साथ एक गैर-वापसी योग्य चेक जमा करना होगा:
क) 1 एकड़ से अधिक ईओआई के लिए ₹2,00,000 प्रति एकड़, या
ख) 1 एकड़ से कम ईओआई के लिए ₹1,00,000 प्रति आवेदन।
=> चेक “चर्म निर्यात परिषद” के नाम से तैयार किया जाना चाहिए और सीएलई मुंबई कार्यालय में जमा किया जाना चाहिए।
=> ईओआई जमा करने की अंतिम तिथि 11 सितंबर 2025 है। हालाँकि, यह बेहतर होगा कि आवेदन इस परिपत्र की प्राप्ति के 7 दिनों के भीतर प्राप्त हो जाएँ, क्योंकि घरेलू उद्योग की ओर से काफी माँग है। हमारी पहली प्राथमिकता सभी निर्यातकों को एक ही छत के नीचे एक निर्यात-उन्मुख पार्क स्थापित करना है; हालाँकि, सीमित संख्या में आवेदन प्राप्त होने की स्थिति में, घरेलू उद्योग के लिए शुरुआती 7 दिनों की अवधि के बाद अवसर उपलब्ध कराया जाएगा।
=> ईओआई की स्कैन की गई प्रति cleb@cleindia.com पर ईमेल की जानी चाहिए और उसकी एक प्रति सीएलई मुख्यालय को cle@cleindia.com पर भेजी जानी चाहिए।
आपके आवेदन पर विचार करते समय ध्यान रखने योग्य कुछ मुख्य बातें:-
1. न्यूनतम भूखंड आवंटन 0.25 एकड़ होगा, जिसमें 1 एकड़ से अधिक आकार के भूखंडों को प्राथमिकता दी जाएगी।
2. चूँकि इस परियोजना को एक निर्यात पार्क के रूप में स्वीकृत किया जा रहा है, हमने सरकार के साथ अपने सभी सहायक उद्योगों के साथ-साथ घरेलू फुटवियर उत्पादकों को भी अनुमति देने के लिए बातचीत की है।
3. एमआईडीसी हमें निर्माण के लिए तैयार आधार पर भूमि उपलब्ध कराने में सक्षम है, अर्थात 26 मार्च से 26 जून के बीच पानी, बिजली, निर्माण गुणवत्ता वाली सड़कें, और 2026 के अंत तक सभी सड़कें, सीवेज और अन्य सुविधाएँ पूरी हो जाएँगी।
4. एमआईडीसी के नियमों के अनुसार, यदि कोई आवंटी भूखंड क्षेत्र के कम से कम 40% हिस्से का निर्माण नहीं करता है और 2 वर्षों के भीतर परिचालन शुरू नहीं करता है, तो एमआईडीसी भूखंड वापस लेने और उसे पुनः आवंटित करने का हकदार होगा। हमने इस अवधि को बढ़ाकर 3 वर्ष करने के लिए एमआईडीसी के साथ बातचीत की है।
5. भूखंड 95 वर्षों की अवधि के लिए पट्टे पर आवंटित किए जाएँगे।
हम महाराष्ट्र को भारत के प्रमुख चर्म और पादुका निर्माण केंद्र के रूप में विकसित करने में आपकी सक्रिय भागीदारी की आशा करते हैं।
